  • Edgewater Technical Associates is seeking qualified candidates for a Quality Control Specialist opportunity in Eunice, NM at the Urenco USA (UUSA) National Enrichment Facility.

    Work Location: On-Site at Urenco

    Travel: 10% of the time or less/as required

    Clearance Requirement: CAA Access; L or Q level clearance

    Citizenship: United States Citizenship required.

    UUSA, operated by Louisiana Energy Services LLC, is the only commercial enrichment facility operating in the US, and is located in Eunice, New Mexico.

    The role of Quality Control Specialist is to support, control and inspect all quality graded equipment entering site, to ensure a high standard quality technical level and culture. Primary work will be conducted at Goods In and any supplier locations required.

    Duties

    • Support the creation and implementation of the Goods Receipt process and any subsequent procedures;
    • Organize and complete stores inspections of incoming quality graded goods;
    • Liaise with procurement to ensure compliance to the requisitions and purchase orders are met by the vendors;
    • Support off-site procurement inspections where required;
    • Maintain up-to-date knowledge and understanding of NRC revisions to regulations, industry codes, and standards including, but not limited to, maintaining qualifications needed for Auditor certification per ANSI N45.2.23 and NQA-1;
    • Develop and/or review QA manual and implementation procedures to verify compliance with industry codes and standards, NRC regulations, and regulatory commitments.
    • Interface with LES Departments and vendors regarding quality issue identification and resolution.
    • Oversee performance of general QC inspections, Receipt inspections, Structural inspections, Weld inspections, NDE inspections, Mechanical and/or Electrical inspections. Ensure that inspections are conducted in accordance with applicable procedures, guidance and regulations.
    • Approve documents, checklists and agendas for audits, and approve audit/surveillance reports in a timely manner;
    • Liaise with various stakeholders to ensure all procured products conform to the required national standards and specifications;
    • Review and sign off all quality inspection acceptance notifications and any associated documentation;
    • Carry out dimensional and visual inspections on quality graded equipment including visual welding inspections as per the contractual requirements;
    • Be the Site Focal point for QA/QC activities for new or refurbished fabricated equipment, across multiple stakeholders;
    • Undertake the role as technical quality authority and signatory for the goods inwards QA/QC process;
    • Ensure that quality control plans (QCP) and Inspection and Test Plans (ITPs) are developed and implemented as per the purchase order requirements;
    • Review all quality graded incoming Life Time Quality Records, ensuring they’re legible and correct the contract/purchase order;
    • Monitor, raise and follow up on any non-conforming items as per the goods in procedure and NCR process;
    • Comply with established company policies and procedures, objectives, quality assurance program, safety and environmental standards.
    • Drive lessons learned from quality issues;
    • Support internal and external audits, evaluations and assessments against relevant norms and standards;
    • Perform daily QA/QC activities in Receiving Inspection, In-process/Finished product inspection, Device History Record (DHR) review and approval, assist material processing, assist in Non-Conformance Report (NCR) dispositioning, and participate in quality issue resolution and Corrective and Preventive Action system.
    • Supervise special testing and inspection as required.
    • Other duties may be assigned to meet business needs.

    Qualifications

    • Bachelor’s Degree in Engineering or Science related field, or equivalent combination of education and experience.
    • Master’s Degree in engineering or science preferred.
    • Mechanical or Electrical background with fabrication experience with QA/QC;
    • Minimum of 5 years QA/QC experience, of which at least 2 as a QC Inspector;
    • Work experience may be substituted based on the following criteria: An associate’s degree or equivalent may be substituted with an addition 4 years’ experience (for a total of six), and a High School Diploma may be substituted with an additional 8 years’ experience;
    • Knowledge of NQA-1, ISO, ASTM, DIN, BSI and other international industry related standards;
    • HNC or HND in Mechanical or Electrical Engineering desirable;
    • Weld Inspection PCN level 2 or CSWIP 3.1;
    • LPI, RAD Interpretation PCN level 2 preferred;
    • Proficiency in Microsoft Office applications (e.g. Excel, Word, etc.)
    • Possess a valid driver’s license with a driving record that will allow coverage under company insurance policies;
    • Traveling can be required.

    Required Experience

    • Experienced Quality Control Specialist (minimum five years’ experience);
    • Experienced in working with NQA-1;
    • Experienced with certification processes within the technical industry;
    • Experience in balancing the requirements of and prioritizing the activities associated with the successful execution of multiple projects. This includes but is not limited to the ability to consistently meet multiple deadlines;
    • Experienced in working with Quality Control Processes and Plans;
    • Experienced in reviewing Lifetime Quality Records within a regulated industry;
    • Ability to read and interpret engineering drawings;
    • Good reporting and writing skills;
    • Proven work experience of welding processes and inspections;
    • Knowledge and understanding of various NDT techniques;
    • Knowledge of various inspection techniques using inspection equipment such as, borescope, callipers, inspection gauges etc;
    • Demonstrated knowledge of the required quality standards;
    • Masters the English language.

    Physical Demands

    Performance of duties involves sitting, walking, standing, bending,

    carrying of light items such as papers, books, small parts, driving an

    automobile, etc. uneven ground, ladders, harness for hi-climbing, dust,

    rain, snow; hearing protection for high noise environment; ability to

    climb heights; avoid equipment and general construction hazards. While

    some office work is involved, significant time in the field is expected to

    observe inspection activities in progress.
