The Treasury Analyst is responsible for the cash management functions of the Treasury Department. The cash management function encompasses the following duties: preparation of cash forecast, development of daily liquidity dashboard, aides Customer Service inquiries by researching cancelled checks, executing stop payments, executing forgery affidavits, issuance of manual checks, ARTS refunds, adjustments to provider credit balances, unclaimed property, tax levies and garnishments. The Treasury Analyst also performs a wide range of tasks to help ensure the timely and accurate processing of payrolls, resulting in the accuracy of the BCBSMS financial statements including analyzing, balancing and reconciling payroll reports, preparing payroll related payment documents and transmitting ACH files. This position is also accountable for the review, preparation and submission of regulatory reports: payroll tax returns, year-end W2 filings, annual Social Security Administration audit, U.S. Census Bureau questionnaire, etc. In addition, the Treasury Analyst serves as the liaison between Treasury and Human Resources, which involves various reporting and tracking metrics, system upgrades and system training. This position ensures the completion of payroll. Additionally, this position will serve in a backup capacity to the Treasury Staff Accountant. Job-Specific Requirements: Bachelor’s degree in Business Administration (or a related field) or the equivalent of 2 years experience in payroll environment 2-3 years of Treasury and/or Cash Management experience. Certified Treasury Professional preferred (or preparing to sit for the CTP Exam). Experience using a Mainframe or PC based Financial Software Package is preferred. PC skills required to include the Microsoft Office Suite (Word, Excel, Access and Power Point). Payroll related financial package experience preferred Familiarity with BCBSMS mainframe systems (CARMS, CAS, ARTS, ICON, Walker, ASCA and PRCB) preferred. Must demonstrate a logical thought process in order to analyze problems and identify/implement solutions. Must be able to work with a high degree of accuracy and attention to detail to ensure work products are of high quality. Must have very good interpersonal skills in order to work in a team environment and interact with personnel at all levels of the Company. Must have very good verbal and written communication skills to ensure effective, positive communication between other team members and management. Must have excellent organizational skills in order to successfully prioritize tasks and perform to ensure individual benchmarks are consistently met. Must have the ability to work independently and complete assignments in a timely manner. Must be able to work a flexible schedule when required. Treasury Analysts seem to be robots plugging in numbers to spreadsheets, but the Director of Billing basically is responsible for and involved in all accounting related to revenues – deferring unearned, accruing unbilled, dealing with auditors, analyzing to ensure accuracy, determining appropriate accruals for bad debt, some forecasting of future billing and/or cash flow, etc.
