Participate in all daily operations and activities of the Treasurer’s office to help ensure that all statutory functions of the Treasurer’s office are accomplished. Responsible for all aspects of yearly tax billing and collection for almost 20,000 Lincoln County tax parcels. Receipting and managing all county, district, school and hospital revenues. Act as agent for the State Department of Revenue processing all real estate transactions ensuring compliance with all current state legislation regarding such transactions and collect and remit excise tax. Provide direction and/or assistance regarding accounting procedures and policies to County employees.
ESSENTIAL JOB FUNCTIONS:
- Greet and assist the public, County, School, and Hospital district employees by phone, in office, email, and mail in a courteous and professional manner including responding to various departmental and public requests for information relative to assigned functions. Provide requested information in a timely manner when authorized or refer to appropriate individual for response.
- Knowledge of state, federal, and local laws pertaining to workflow in the Treasurer’s office including but not limited to property taxes, property tax interest and penalties, real estate property transactions, Mobile Home movement, cash handling, revenue receipting, tax foreclosures, tax title and surplus sales and all aspects of government warrants.
- Cash handling responsibilities include but are not limited to: receipting of revenues received in person, mail and via electronic funds transfer (EFT), daily cash balancing, bank deposit prepared, balanced and deposited in appropriate bank account, and maintaining all financial records pertaining to same.
- Process all Real Estate Excise Tax Affidavits received both in person and via mail verifying accuracy and documentation requirements per state laws, receipting, inputting, scanning, balancing, and reporting to Washington State Department of Revenue.
- Prepare, process, and distribute monthly State of Washington remittance and appropriate reports for all state funds collected via real estate transactions and daily receipts and perform all accounting duties pertaining to it ensuring that it is accurate and balanced. Process, calculate and distribute State funds received via PILT and Leasehold.
- Responsible for verification, billing, and receipting of taxes, improvement districts and any assessments billed through the County including input and/or verification of all aspects of adjustments to tax rolls and related correspondence which may include tax overpayments or petition refunds. Maintain/update files and correspondence for tax service and mortgage companies. Update new taxpayer information as received and mail tax statements to same.
- Process the tax foreclosures from beginning to final auction of foreclosure property ensuring accuracy and compliance to all State foreclosure laws. Work with Prosecuting Attorney to ensure all court filings are done and in compliance with State and local laws.
- Process and prepare final balancing and monthly reports including tax distributions for all county departments, taxing districts and school districts providing reports and checks or electronic transmittal to the State and other counties.
