GIS Analyst

  • Performs technical and analytical work in the planning, analyzing, designing and programming of large, complex multi-layered digital spatial data sets within an Enterprise Geographic Information System (EGIS) database.

    Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.  Regular attendance is an essential function of this job to ensure continuity of services.  Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

    This initial posting will be used to fill a full-time, regular, exempt position in the Utilities Department, but may be utilized to fill other GIS Analyst vacancies in various City Departments to include full time, part time, and/or contract. 

    This position is graded RX20.

    • Analyzes spatial data contained in component layers of a multi-layered digital spatial GIS geodatabase and produces reports on the results; programs application modifications and enhancements to manipulate, integrate and compile data to address new project needs; updates and contributes to the City's EGIS database according to department policies and procedures; assists in improving data integrity and making corrections in response to changes and additional data sets integrated into GIS; develops methods to improve the management of GIS data; functions as EGIS department representative to the GIS steering committee to provide consistent, accurate, and timely information in compliance with established policies and procedures.
    • Develops and maintains GIS metadata; updates the digital data layers and creates corresponding maps; compiles geospatial data from a variety of sources; scans, rectifies, and digitizes data; builds topology, enters data attributes, checks for errors, and verifies accuracy; makes required corrections; edits and refines GIS data; performs quality control checks to assure integrity of GIS data and applications, using current GIS mapping software, such as Esri products including ArcGIS Desktop, ArcGIS Server, and SDE, in a Microsoft SQL environment; provides project and analytical support and oversight to GIS Technicians in the department; programs application modifications and enhancements and manipulates, integrates, and compiles data to accomplish project objectives.
    • Reviews and oversees departmental quality control procedures to assure integrity of GIS database and accurate consolidation of data sets; contributes to the maintenance of the data library, and coordinates data sharing strategies; reviews survey data and other records to determine data quality and documentation; determines methods to analyze spatial relationships, including adjacency, containment and proximity; adjusts database layers to assure spatial conformity and coincidence.
    • Conducts needs analysis and utilizes best practices to recommend and implement effective solutions to meet user needs; creates database designs and models, develops documentation, and conducts checks to verify functional and customer requirements; develops detailed functional plans and specifications using structured design methodologies; provides advanced GIS analysis to meet established department goals and objectives

    MINIMUM QUALIFICATIONS

    Bachelor’s Degree in Computer Science, Geography, Geology, Geographic Information Science and Technology or related field AND four (4) year’s experience in developing and managing a spatial database utilizing current GIS mapping software such as ArcGIS SDE Geodatabase with MS SQL in a multi-user environment.  A combination of education, training and experience may be applied in accordance to City of Las Cruces policy. 

    Licenses/Certification(s):

    Valid driver’s license may be required or preferred.  If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.  Municipal government experience preferred.  Associate Esri Technical Certification or other applicable certifications may be preferred.  
     

    Considerable Knowledge of:  principles, practices, and techniques of relational database administration, enterprise geographic information systems including application software, structured query language, spatial and tabular databases, and data compilation techniques; current and emerging technologies and their applications to improve services; Content Standard for Digital Geospatial Metadata (CSDGM) and National Geospatial Data Clearinghouse (NGDC) standards; principles of land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging; MS Office software; current versions of Esri in a Microsoft environment including ArcGIS Desktop, ArcGIS Server, SDE on MS SQL; Esri ArcGIS SDE Multi-User Geodatabase, and data conversion in a MS SQL environment; Arc Macro language; graphics applications and overlays, and spatial models for computer analysis; GIS database systems integration, quality assurance procedures, and documentation of data sets. 
     
    Ability to:   assess and prioritize multiple tasks, projects and demands; effectively communicate to groups and individuals of varied backgrounds; express oneself clearly and concisely orally and in writing; establish and maintain effective and appropriate working relationships with city employees other government agencies and the public; firmly and impartially coach, mentor, and lead the activities of staff; use initiative and independent judgment within established procedural guidelines; prepare and present accurate and reliable reports containing findings and recommendations; perform a wide variety of duties and responsibilities timely and with accuracy to meet timesensitive deadlines and to ensure achievement of City goals and objectives. 
     
    Skills in:  assessing, analyzing, identifying and implementing solutions to technical problems; providing technical support and training in the use and automation of data input, output, and mapping work of GIS; designing and developing complex geodatabases; utilizing computer technology to plan, organize and conduct research, develop specifications, and generate reports; performing accurate data entry and mathematical calculations; computer cartographic design, layout, and production for a variety of different subject matter; reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections; compilation, analysis, and presentation of technical and statistical information; interpreting and communicating technical instructions and analyzing complex variables; using initiative and independent judgment within established procedural guidelines.
