Top Training Executive leads the development and implementation of all aspects of an organization's training programs, policies, and objectives to develop and maintain an effective workforce. Collaborates with functional management teams to assess training and development needs as well as to gauge the effectiveness of established programs. Being a Top Training Executive develops a strategic plan to implement an efficient and responsive training services team and relevant programs. Reviews new training techniques and suggests enhancements to existing training programs. Additionally, Top Training Executive oversees relationship with vendors to ensure outside training programs are effective and provide a good return on investment. May lead or contribute to a succession planning process. Requires a bachelor's degree. Typically reports to top human resources management. The Top Training Executive manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments. Comprehensive knowledge of the overall departmental function.     Woodward Resource Center, a State of Iowa Health & Human Services (HHS) facility, is seeking two Training Specialists to join our team. These position work remotely with occasional overnight travel.

    About Woodward Resource Center (WRC)

    What You'll Do

    These positions will work to improve transition outcomes, enhance services provided in the community to individuals living with intellectual disability, expand comprehensive statewide access to support services, adapt approaches to health risk management and excellence in community, and increase awareness about, public confidence in, and use of coordinated care for individuals with intellectual disability. Your responsibilities will include:

    Promote Excellence in Care in partnership with Community Providers.

    Through WRC's Center Of Excellence, HHS Will Continue To Support The Individuals Who Have Transitioned To The Community And The Community Providers Who Have Accepted Them By

    • Ensuring access to continued training on individual service plan delivery, standards of sound risk management, and after care follow up to maintain living in a less restrictive setting.
    • Improving transition outcomes through continued care coordination and training.

    Provide Support To Community Providers Through The Following

    • Develop and provide generalized training to community provider, as needed, including training to be made virtually.
    • Provide knowledge and recommendations within their expertise on data tracking, training tracking, and systematic standardization of material.
    • Ensure quality trainings in respective areas are written out with sufficiently individualized stepped out tasks.
    • Provide training in-person/virtually, when requested, to community provider staff ensuring competency-based approach with return demonstration/practice when possible, and if not appropriate to the subject/task, then a written test of competency.
    • Ensure quality training is provided to community provider staff through improved step by step task list trainings, written testing of understanding, and competency-based training through return demonstration of skills prior to transition of individuals to the community provider's home.
    • Provide quality training with train the trainer approach for supervisory staff or clinical staff from the community.
    • Complete and track all training with signed training sheets including appropriate supplemental documentation attached and filing system.

    Reduce the need for long term ICF / IID services.

    Through WRC's Center of Excellence, HHS will provide enhanced resources and improve service delivery by:

    • Identifying training needs and making recommendations for changes when applicable.
    • Streamlining and leveraging current practices and programming and promoting a shared framework to promote the best possible outcomes for individuals living in Iowa with intellectual disabilities.
    • Generating and using evidence-informed best practices and person center planning while navigating service systems.
    • Expand comprehensive statewide access to support services, adapting approaches to health risk management and excellence in community quality care and training on individual intervention and improved standard operating procedures.
    • Increase awareness about, public confidence in, and use of coordinated care for individuals with intellectual disabilities.

    Must possess and maintain a valid Driver License, and be able to drive a state vehicle.

    Minimum Qualification Requirements

    Graduation from an accredited four-year college or university;

    OR

    a combination of education and experience to total four years, substituting experience equal to one year of full-time work in the following areas for each thirty semester hours of qualifying coursework:

    • Professional training, teaching, course development, facilitation or counseling experience in an educational setting;
    • Professional personnel administration including such areas as job analysis, performance appraisal, selection devices or labor relations;
    • Professional experience in a technical program area utilized by the employing agency;

    OR

    employees with current, continuous experience in the state executive branch equal to three years of full-time qualifying work.
