The Geographic Information System (GIS) Specialist is responsible for researching, identifying, and mapping assets to ensure safe operation of the pipeline and support projects across required departments within the Company. This position is also responsible for data management, map publishing, creating alignment sheets, permit drawings, profile, relocations and construction drawings, etc. to meet part 49CFR § 195.404.
DUTIES AND RESPONSIBILITIES
The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.
1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.
2. Creates alignment sheets, permit drawings, profile, relocation and construction drawings, etc. to meet part 49CFR § 195.404.
3. Maintains and creates GIS pipeline routes for analysis and supports publishing of results.
4. Assists in design, development, maintenance and implementation of relational database standards of pipeline data to be used in GIS and report generation.
5. Incorporates and/or inputs data from survey notes, inspector’s reports, redlines, etc. and converts, manipulates and validates data from various electronic formats to be uploaded to corporate database model and ensures quality of asset data, i.e. centerline, right of way, and support quality assurance of HCA results, base map and GPS data.
6. Prioritizes and expedites GIS mapping requests, which includes system and operational maps, both hardcopy and electronic and assists in the maintenance of web-based map distribution.
7. Assists in providing input and support for GIS within the Company, including assistance in the definition of procedural and appropriate data needs for cost effective implementation and usage of GIS technology including budget recommendations.
8. Evaluates processes and written documentation supporting engineering related information systems by mapping processes of engineering information workflows.
9. Consults with Manager Asset Records & GIS and other users of other engineering data systems to expand the usefulness of GIS and improve data integrity and assist with the creation of training materials. Conducts training sessions to assist users in utilizing the system and non-users in understanding the system capabilities.
10. Performs the interpretation, quality assurance and processing of pipe data into corporate database model and/or onto alignment sheets using Inspector Reports received from Field Operations and/or Engineering Projects group.
REQUIREMENTS
Education and Experience
· An Associate’s degree or certification in GIS technology, Certified Engineering Technician, or Engineer-In-Training and five years’ experience utilizing GIS software and two years of experience utilizing CAD software in the layout of major construction projects or its equivalent in experience is required. A Bachelor’s degree in Geography, Engineering, and/or five years pipeline experience in a GIS discipline is preferred. Pipeline-specific experience with ESRI®’s ArcGIS® and Autodesk®’s AutoCAD® software product is also preferred.
Knowledge, Skills, and Abilities
· Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.
· Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS and OSHA requirements.
· Knowledge of principles and methods relating to the environment and/or environmental hazards, current environmental regulations, and/or redemption methods, and their impact on business operations.
· Ability to utilize computer hardware and software to prepare drawings, data and manage, record, and evaluate company information.
· Skill in using G.I.S., C.A.D., G.P.S., office productivity and collaborative software. Experience with ESRI®’s suite of GIS software, Autodesk’s® software suite, the suite of Microsoft Office and SharePoint software.
· Knowledge of design techniques, principles, tools and instruments involved in the production and use of surveying, precision technical plans, blueprints, drawings, models and computer application design.
· Knowledge of surveying and construction practices in the field of pipeline construction and maintenance and ability to support construction efforts in the field.
· Ability to draft detailed technical drawings used in construction.
· Ability to interpret survey data, deed descriptions and related source documents to create accurate maps.
· Ability to use GIS spatial tools and data analyses to support various functional needs of the organization
· Well-developed verbal and written communication skills.
· Ability to establish and maintain effective working relationships with those contacted in the course of business.
