    The Iowa Department of Public Safety (DPS) is seeking to fill a Human Resource Professional 1 position within its Administrative Services Division.

    Organization Background

    The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection.

    The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

    Job Duties:

    • Perform periodic audits of various payroll components to ensure amounts paid to employees are accurate; Perform periodic audits of buyback time entries and ensure all buyback time entries include a Work Reporting Code; Work directly with management at either Headquarters or Districts to ensure any records missing Work Reporting Codes are updated accordingly; Prior to payroll close, perform time entry audits bi-weekly to ensure employee’s time entries and leave requests are complete and reported accurately; Ensure all time entries entered are properly submitted to the supervisor for review; Ensure all submitted time and leave has been approved by the supervisor; Prior to payroll close, audit the payroll journal bi-weekly to ensure employee’s pay is accurate; Review all gross pay over the defined threshold to ensure the amount is accurate and proper; Review all retro payroll transactions to ensure they are proper and correct; Review all terminations and ensure payroll and accrual transactions are proper and correct; Review all employee allowances on a periodic basis to ensure allowances are accurately applied to the employee’s record; Review default organizational assignments and costing allocations on a periodic basis to ensure they are accurate; Audit all quarterly compensatory time buyouts for non-uniformed SPOC-covered personnel to ensure compliance with the SPOC CBA; Ensure all compensatory time is paid out at the end of the fiscal year for non-uniformed SPOC-covered personnel as required by the SPOC CBA; In conjunction with the District Secretaries, determine the compensatory buyout for uniformed SPOC-covered personnel.
    • Work directly with the DAS-HRE in processing Enterprise Interface Builders (EIBs) in Workday; Work directly with the Workday Configuration Specialist’s at the Department of Administrative Services when Workday issues arise or changes are needed as a result of collective bargaining agreement changes; Submit Workday security access related changes for human resources to the Department of Administrative Services; Periodically review security access for existing employees to ensure access is still needed.
    • Manage the Department's compensation strategy and all special pay requests; Work with leadership to review requests and process requests; Assist and provide guidance to supervisors on how approve time, approve requests for time off, and assign work schedules in Workday; Assist and provide guidance to employees on how to enter time, request time off, and navigate Workday; In conjunction with the Division of Professional Development and Support Services, provide guidance and resources to employees as it pertains to the Employee Assistance Program (EAP).
    • As part of the Department’s transfer process for SPOC-covered positions, review ASD Form 13 and ensure compliance with DPS transfer policies; Ensure appropriate training and resources are provided to managers and counsel/assist managers in resolving any performance issues; Investigate or assign supervisors to investigate performance issues; Oversee and track all grievances filed and ensure management is meeting the requirements outlined in SPOC CBA or Iowa Administrative Code; Maintain grievance files in an accurate and confidential manner; Track employees in a probationary status and when they obtain permanent status; As requested by management, assist with obtaining temporary staffing services for project-based assignments of up to 18 months and for short-term assignments; Prepare payroll state appeal board claim forms and submit for payment
    • Manage the Department's Position Description Questionnaires (PDQs) process and assists managers with the completion of PDQs prior to submission to the Employment Services Bureau at the Department of Administrative Services; Provide guidance and suggestions to verbiage with the PDQs; In conjunction with the Division of Professional Development and Support Services, work with NEOGOV Attract to enhance recruitment activities; Assist supervisors in developing screening tools and interview questions; Create full-time or temporary positions in Workday; Process job reclassifications as required; Close positions in Workday; Tracks status of hiring documents once submitted to the Department of Administrative Services; Create job requisitions in Workday and ensure all necessary approvals are obtained; Create job requisitions in the Department of Administrative Service’s NEOGOV system; Disseminate list of eligible candidates to hiring manager; Prior to closing the job requisitions, update hire and inactivation reasons in NEOGOV upon the conclusion of the hiring process.
    • Ensure all postings are timely and process are followed for Retention and Recertification Elections; Direct any questions concerning this process to the employee’s union representatives or PERB; Prepare the department's Affirmative Action Report each fiscal year; Prepare Equal Employment Opportunity reports and provide guidance and response to management; Review any unemployment benefit claims submitted to the Department
    • Utilize the Human Resource Operations Center trouble ticket tracking application for all help desk support actions; Ensure all help desk tickets are answered or resolved accurately and timely.

    Other Information

    The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited four-year college or university with a Bachelor's degree.
    • A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.
    • Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
