Responsible for the operations of the Housing Services, Weatherization Assistance, Energy Assistance, and Rehabilitation Programs.

Vocational degree in construction trades or commensurate education and experience. Minimum 5 years experience relative to the practices, methods, materials, tools, and equipment used in the building and mechanical trades. Minimum 2 years experience general construction supervision with building code administration. Maintains a current the required certification for enforcing lead rules or has the ability to acquire the certifications within one year. Experience in housing projects and construction management. Supervisory experience, knowledge of applicable federal, state, and local codes, regulations and safety requirements. Lift up to 50 lbs. on a regular basis, stoops, crawls, and climbs, as necessary. Experience in estimating costs associated with home construction and repair. Computer literate. Valid driver’s license.

• Serves as member of the Housing Management Team.
• Responsible for staff utilization, selection, training, evaluation, supervision, and disciplinary processes involving a bargaining unit and non-contract program staff.
• Provides leadership to department at the request of and in absence of the Department Director.
• Collects property information and prepares financial estimates for projects.
• Enforces building codes, material requirements, energy codes, and building specifications.
• Monitors workplace safety policies and procedures.
• Ensures compliance with labor standards, environmental reviews, and bidding procedures.
• Ensures compliance with all applicable agency and program policies and procedures.
• Monitors program budgets and production levels.
• Collaborates and communicates with local officials, utilities and funding sources and represents the Agency at public meetings.
