    The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as an Executive Officer 2 – Board Executive within our Licensing Division at our central office at 6200 Park Avenue, near Valley Junction in Des Moines, Iowa.

To accomplish our Mission, the individual selected for this position will become an integral part of the Board Support bureau by providing administrative oversight of the assigned professional boards in the department.

    DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

    What We’re Seeking

    The successful candidate for this fast-paced position is a motivated, organized, and detail-focused individual. The position reports to the Bureau Chief, works with our Board Operations team and cross-bureau leadership to provide administrative support required by regulatory entities, serves as the subject matter expert and primary point of contact for assigned boards, coordinates meeting logistics for boards, and makes recommendations to boards and stakeholders. This position will also oversee the Certificate of Need program in Iowa and knowledge and experience of this program is helpful, though not required.

    What You’ll Do

    You will be an integral member of our team, providing professional board leadership for the department in support of the agency’s operations by:

    • Serve as the board executive for assigned professional licensing boards within the Professional Licensing Division of DIAL and the Certificate of Need (CON) program.
    • Make determinations of CON requirements as a condition of offering new, expanded, or changed health care services or for developing new or expanded health care facilities in the state.
    • Serve as administrator for the State Health Facilities Council (Council), a five-member governor-appointed body which renders decisions regarding CON applications.
    • Provide administrative and executive oversight of all professional licensing functions in compliance with all relevant Iowa statutes.
    • Serve as the subject matter expert for assigned boards/CON, reading and analyzing applicable Iowa Code and Administrative Rule chapters.
    • Recommend policy changes to the boards in response to changes in professional scopes of practice, technological advancements and other changes in the regulatory environment.
    • Draft administrative rules and amendments to administrative rules, in consultation with assigned legal support staff, board members, and external stakeholders.
    • Coordinate meeting logistics and lead board meetings in conjunction with board chairs and division staff.
    • Serve as the primary point of contact for assigned boards and CON.
    • Communicate with and train board members.
    • Prepare correspondence and respond to varied and detailed requests.
    • Collaborate with Division leadership, the Office of the Attorney General, and other state agencies and partners, in order to advance the work of the boards.
    • Review, analyze, and collect data for assigned professions.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
    • A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
    • All of the following (a, b, and c):
    • Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and
    • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
