    This position is located within the Community Health Department at the Pine Ridge Service Unit. The purpose of this position is to provide comprehensive nursing service to individuals, families, and communities within the geographical area. Services are provided to all age groups with a focus on health promotion and disease prevention. The health program is carried out in home, office, clinic, schools, and community, where conditions and treatment are normally of a non-critical nature.

    • Utilize nursing process in order to assess, plan, implement and evaluate health needs in providing nursing care to individuals and families including interventions designed to prevent complications and minimize disabilities.
    • Teaches and supervises patients and families in techniques of positive health measures. Assists them in understanding, accepting and adjusting to the implications and responsibilities of medical or other needed care, diagnosis and treatment.
    • Plans and evaluates the Community Health Nursing Program. Maintains proper lines of communication so the responsible parties are adequately informed.
    • Provides continuity of patients care by initiating, planning and exchanging information with others IHS, Tribal and Community resources.
    • Assumes personal responsibility to keep informed of current changes and trends affecting nursing care and professional nurse functions.

    Qualifications

    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    BASIC REQUIREMENT(S): Nurse Series 0610 (opm.gov)

    Education

    A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

    Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

    Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

    Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

    Licensure

    For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

    Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

    Experience

    The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

    Basic Requirements For The GS-7 (or Equivalent) Grade Level

    In addition to the above Basic Requirements, applicants must meet one of the following requirements:

    • Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision;
    • Possession of a bachelor's degree in Nursing and at least one full year of professional nursing experience (equivalent to the GS-5 grade level);
    • Possession of a diploma or associate degree in professional nursing and two full years of professional nursing experience; or
    • Completion of at least one full year of graduate education in a professional nursing educational program.

    Basic Requirements for the GS-9 (or equivalent) Grade Level

    In addition to the above requirements, applicants must meet one of the following requirements:

    • Possession of a master's degree in professional nursing; or
    • At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program.

    Basic Requirements for the GS-11 (or equivalent) Grade Level

    In addition to the above requirements, applicants must meet one of the following requirements:

    • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
    • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.

    In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

    Minimum Qualifications

    Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

    GS-7 Specialized Experience: clinical nursing experience which includes planning, implementing, and evaluating a patient's health status to identify health promotion and disease prevention strategies; work with individuals, families and communities as a population focus and apply a systems level perspective to factors that impact health; provision of nursing care services and assessment in a variety of settings in homes, schools, clinics, community centers, jails, detention centers rural and remote Indian communities while focusing on improving population health in the environments where people live, work learn and play.

    GS-9 Specialized Experience: working with individuals, families, and communities implementing and supporting community care coordination; and interacting with health care system providers on referrals and transitions in care; and collection and analyze data as part of community assessment, implementing case management processes and mentoring colleagues.

    GS-11 Specialized Experience: experience in applying nursing theory and public health science to preserving and promoting the health of the population with the nature of the practice being continuous and comprehensive; development and implementation of needed health services in the community to address the well-being of the population and serving as an advocate and facilitating change; Provision of public health program activities which are based on the community needs, program resources, and establishing goals and objectives; and, identification of vulnerable groups in a community by assessing the needs of the population and tailoring services to the special needs of high risk groups.

    Time In Grade (Merit Promotion Candidates Only)

    Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave.
