    We are looking to find a highly qualified leader to serve as the Department’s Executive Officer 2, Procurement. This person will provide key leadership and oversight for the Department’s procurement, contract, agreement and grant processes.

    Your Responsibilities

    • Distributing, coordinating, and instructing work across procurement team members, BOA staff, and support staff who assist in procurement processes; answering questions as necessary
    • Maintaining up-to-date and expert level knowledge on state and federal procurement rules and policies, including achieving and maintaining Procurement Authority as prescribed by the Department of Administrative Services Central Procurement Bureau
    • Reviewing, editing, and processing contracts, service contracts, grants, memorandums of agreement (MOAs), and meeting expense approvals (MEAs) to ensure compliance with state and federal law and DAS-SAE and DE policy
    • Assisting with amendment and budget changes that may be needed during the life cycle of an agreement; ensuring contracts and encumbrances are closed appropriately
    • Providing purchasing services for goods and services needed by the Department, including purchases off of Master Agreements and Cooperative Agreements
    • Handling formal and informal bidding processes and assisting with contract negotiations
    • Soliciting bids from vendors and managing quotes received
    • Verifying funding sources and obligations for agreements and purchases by working with fund managers, project managers, and management
    • Monitoring contract budgets and expenditures
    • Maintaining a centralized agreement tracking system
    • Creating monthly contract reports and sending to appropriate BOA staff for follow up
    • Serving as a liaison between the Department and vendors/contractors
    • Ensuring all procurement documents are maintained to meet fiscal requirements
    • Draft and maintain internal purchasing, contract, and agreement procedures to improve coordination across the Department. Keep employees informed of management goals and objectives for purchasing and contracts/agreements. Develop tools, resources, and templates. Create and provide training and presentations on purchasing and contract/agreement policies and procedures to staff, new employees, and new managers. Streamline and automate processes to improve procurement procedures and increase efficiency.
    • Collaborate with Department management and make recommendations on financial management matters regarding procurement and contract/agreement decisions. Provide guidance, recommendations, and advice to management on programmatic, technical, compliance, and process-related topics. Facilitate and organize contract/agreement review meetings between bureaus and the Director.

    Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; occasional in-state and out-of-state travel

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
    • A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
    • All of the following (a, b, and c):
    • Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and
    • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
