SAFETY MANAGER plans and manages the general health, safety, and loss control policies and procedures of the organization. Monitors and evaluates the workplace to ensure compliance with governmental regulatory agencies. Being a SAFETY MANAGER designs and directs safety training programs to reduce accidents, occupational illnesses, and exposure to long-term health hazards. Develops worker plans and policies for new employee safety orientation including skill training, emergency preparedness, proper job instruction, hazardous material disposal procedures, and the use of protective equipment. Additionally, SAFETY MANAGER studies, identifies, and reports causes of past accidents and develops recommendations and follow-up to prevent accident recurrences. Requires a bachelor's degree of occupational safety and health or related degree. Typically reports to a head of a unit/department. The SAFETY MANAGER manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.   • The Safety Manager (SM) is a member of the PSI Safety Team reporting to the Petro Star Director of Safety.  The SM is responsible for managing the Safety programs that support Refinery, Plant and Facility operations in Fairbanks, Alaska.    

    The SM shall share the company’s commitment to provide a safe and open work environment for all employees by fostering a culture of trust, encouraging employee inclusion and bringing relevant technical safety management experience to the company.

    The primary strategic objective of the Safety Manager is to ensure safety compliance in accordance with Federal, State, Local and Company expectations.   This corporate objective will be met by delivering real results through the identification and execution of relevant and effective employee safety training, maintaining current and applicable policies & procedures (Preventive) and the application of comprehensive incident investigations and lessons learned (Reactive). 

    ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

    The key responsibilities for this position include the development, implementation and maintenance of Process and Occupational Safety programs.  This person will work directly with the Director of Safety to plan and develop operating strategies that will ensure the safety of our employees and compliance with all applicable regulations.  This position requires great communication and team building skills as the position crosses several technical disciplinary boundaries and management teams at all levels of the organization.  Working collaboratively within a team environment is a requirement to be successful.

    1.       Manage Safety programs that support Refinery, Terminals (Tank Farms), and Fuel Distribution Operations in the Fairbanks area.  Includes Petro Star North Pole Refinery, Petro Star Fairbanks Rail Terminal (Tank Farm), Sourdough Fuel Residential and Commercial fuel distribution company, and Sourdough fuel convenience stores.  The SM will support and collaborate with each of the asset managers as required.

    2.       Apply the corporate safety programs and ensure that all employees are familiar with & follow the policies.

    3.       Provide employee and contractor training per Federal, State, Local and Company requirements.

    4.       Manage direct report employees.  Must be able to lead, delegate and successfully manage personnel to the maximum benefit of the company.

    5.       Responsible for managing the incident investigation process, the report and related document and tracking resulting recommendations.

    6.       Development and implementation of the refinery Health and Safety programs including but not limited to: Confined space, Respiratory protection, Personnel protective equipment, fall prevention, Haz-com, Hearing conservation, Chemical exposure control, Walking and working surfaces, HAZWOPER, Medical first aid, powered industrial trucks, Energy isolation (LOTO), Machine guarding.

    7.       Employee involvement:  Ensure that all employees are informed of work area hazards, chemical hazards, safety procedures and that all employees have input and involvement in the development and implementation of safety systems.

     

    8.       Process Safety Information (PSI):  Work with Mechanical Integrity group to ensure that all process safety information is complete and available for use and review.  This includes the hazards of the chemicals, technology of the process and information pertaining to the equipment in the process

    9.       Process Hazards Analysis (PHA): Perform as a PHA facilitator/leader for complex refining operations or can learn current industry standards through third party training.

    10.   Operating Procedures: Support the Operations team to ensure all operating procedures are up to date and that employees have access to current versions.  All employees must be trained on changes in procedures and training files must be kept for OSHA inspection.

    11.   Training:  Review and implement the company training program and ensure that it adequately addresses training requirements for all new employees and refresher training for existing employees.

    12.   Pre-Start-up Safety Reviews (PSSR):  Ensure all necessary Pre-start-up Safety Reviews are conducted as required by OSHA.

    13.   Management of Change: Support Operations with the company’s Management of Change (MOC) policy and documentation.  Ensure that all process changes are completed according to regulated guidelines. 

    14.   Contractors: Manage Petro Star’s Contractor Safety Management Program (CSMP) to ensure compliance at Petro PSM covered facilities.  This will require working directly with refinery management during project planning, turnarounds and requires strong communication skills. 

    15.   Mechanical Integrity: Support the Mechanical Integrity group ensuring that our Mechanical Integrity Program complies with the requirements outlined by OSHA PSM.

    16.   Hot Work Permits:  Responsible for ensuring that the hot work permit system is enforced in the PSM-covered process.

    17.   Incident Investigations: Responsible for performing incident investigations and maintaining final documents for any incident which involved personnel, process or operational losses.

    18.   Emergency Planning and Response: Responsible for developing, implementing and training personnel on emergency action plans.

    19.   PSM Compliance Audits: Support auditors during tri annual PSM compliance audits and ensure recommendations from audits are documented and actively managed.

    SUPERVISORY RESPONSIBILITIES

    Carry out managerial responsibilities in accordance with the organization's policies and applicable laws. Supervise all direct report employees within the local safety department. Responsibilities include interviewing, hiring, disciplining, coaching and training, addressing and resolving employee concerns, planning, assigning, directing work and assessing job performance.

    EDUCATION and/or EXPERIENCE

    1.       Minimum 10 Years’ Experience preferred, in the general field of Occupational & Industrial Safety.

    2.       High School diploma or GED.

    3.       Safety certification such as CSP, ASP, CHST, SMS, OHST, with continuing education courses in industrial/occupational health, safety and environment Experience may be substituted for safety certifications but obtaining professional credentialing will be an expectation.

    4.       Hazardous materials & spill response training.

    5.       Working knowledge of all relevant Code of Federal Regulations, State of Alaska Department of Labor/Occupational Safety and Health Administration Regulations, Department of Transportation Pipeline Safety Regulations, and the American Petroleum Institute Standards.

    6.       2 years direct Supervisory experience.

    7.       Preferred Qualifications:

    8.       Familiar with OSHA Process Safety Management (PSM) Requirements and EPA Risk Management Requirements (PSM regulations). 

    9.       Process Safety Professional Certification CCPS or similar.

    10.   Knowledge of refinery process, equipment, piping, tank farm, truck loading, pipeline(s) and utilities.

    11.   Familiar with conducting or facilitating PHA’s, PSSR’s, and Safety Audits.

    LANGUAGE SKILLS

    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.

    MATHEMATICAL SKILLS

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

    REASONING ABILITY

    Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.
