SAIC is seeking a Release Train SW Engineer to support the NAVAIR Program Management Activity (PMA) - 251's Information Systems IPT.

The successful candidate will support from the SAIC Abell House, California, MD office. Active DoD Secret Security clearance required.

Note : Preference for local candidates within commuting range. This is a hybrid remote position with approx. 2-3 days a week on-site.

JOB DESCRIPTION

This position is fully awarded for immediate hire. The Release Train Engineer (RTE) position provides high level guidance and is overall responsible for technical aspects of the Agile Release Train (ART) to ensure cross functional teams deliver value to NAVAIR PMA-251's Marine Aviation Data Management System (MADMS) development project.

The Release Train Engineer will communicate with stakeholders, escalate impediments, help manage risk, and drive improvement through coordination between the Contractor's development team, the Government Product Owner, NAVAIR IPT Lead, as well as key technical stakeholders.

JOB DUTIES

• Program execution follows DEVOPS best practices and employs robust development, test, and production environments.
• The program is focused on injecting new technology and adding advanced capabilities while continuing to support an on-going mission and operational system.
• This role requires an experienced Agile Leader to take on Release Train Engineer responsibilities for an Agile Release Train (ART) executing on a program implementing Full Scale SAFe.
• Major responsibilities include facilitating ART events and processes that assist the team in delivering value.
• The RTE also serves as a project engineer / project manager over the ART and focus on ensuring the ART's Feature commitments are met.
• This includes working with the teams to determine if teams will complete the Features, understand why something might not complete and help mitigate issues preventing Features from completing.
• Managing and optimizing the flow of value through an Agile Release Train (ART).
• Managing schedule execution and planning the software / architecture releases for the program.
• Facilitating Program Increment (PI) Planning readiness by fostering a Continuous Exploration process which drives the synthesis of a Vision, a Roadmap, and Backlogs, and through Pre- and Post-PI Planning meetings.
• Facilitating Program Increment (PI) Planning, including logistics and technical preparation.
• Facilitating cross-team collaboration within program via Scrum of Scrums meeting and other less formal forums in support development, testing, and deployment efforts.
• Summarizing Team PI Objectives into Program PI Objectives and publishing them for visibility and transparency.
• Assist tracking the execution of features and capabilities through Metrics across the program's agile and DevOps teams.
• Briefing customer on development progress throughout PI cycle and on the status of testing, deployment, and release readiness.
• Working to coordinate release trains, assess the impact to other DevOps processes, and schedule release timelines for those fixes.
• Acquiring in-depth understanding of the large complex software system and assess risk and understand varied customer needs.
• Assessing skillset needs and collaborating with leadership to staff program openings.
• Coaching teams, Scrum Masters, Product Owners, and Project / Program Leaders in agile practices.
• Promoting teamwork to achieve PI goals. Leading the teams towards agile maturity.
• Assisting with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics, where necessary Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets.
• Escalating and tracking impediments.
• Providing input on resourcing to address critical bottlenecks.
• Working with the PMA IPT Lead and Lead Systems Integrator on program execution.
• Driving relentless improvement.
• Fostering Communities of Practice and the use of engineering and Built-In Quality practices

REQUIRED EXPERIENCE AND CLEARANCE

Bachelor's degree and nine (9) years or more experience; Master's degree and seven (7) years or more experience. Additional years' experience accepted in lieu of a degree.

Degree in the following STEM subjects (Computer Science, Software Development, Data Science) preferred.

• 5 years of Experience with large scale agile (e.g., Disciplined Agile Delivery, Large Scale Scrum, Scaled Agile Framework, or Spotify model).
• One (1) year experience in DoD acquisition processes specifically related to software lifecycle management.
• Release Train Engineer Certification.
• US Citizen and an Active DoD Secret Security Clearance.

DESIRED EXPERIENCE

• DoD 8570.01M / IAM-II certification (CAP, GSLC, CISM, CISSP (or Associate).
• In-depth experience working with large software systems including hardware integration and test.
• Ability to understand technical concepts and communicate them effectively to both technical and non-technical audiences.
• Ability to thrive in a fast-paced environment, across diverse systems and groups.
• Experience working with an Agile software development team, managing project deadlines (ideally in a Scrum Master, Product Owner, or Development Lead role).
• Experience briefing leadership and / or customers of key status of project progression.
• Experience communicating with and briefing status to external stakeholders, including customer / government representatives.
• Experience using agile project management tools (e.g., Jira, Confluence, Kanban, Bitbucket, FisEye, Crucible).
• Excellent written, verbal, and interpersonal communication skills.
• Ability to manage time extremely well, and quickly sense when an issue needs to be discussed or triaged.
• Must have strong attention to detail, as focus on task completion is critical
