Regional Agency Director is responsible for all facets of sales performance for insurance agencies within a designated geographic area. Develops policies, objectives, and initiatives for agencies in the region and is responsible for ensuring the region meets its projected goals. Being a Regional Agency Director coordinates operations with those of other regions. Directs agency and district managers in achieving their goals and objectives of securing the optimum volume of high-quality business at proper cost. Additionally, Regional Agency Director is responsible for number of premiums written per region. Requires a bachelor's degree. Typically reports to top management. The Regional Agency Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Regional Agency Director typically requires 5+ years of managerial experience.     POSITION DETAILS:
    Exempt, full-time position; 40 hours per week: Monday - Friday; 8:00 a.m. - 5:00 p.m.; full-benefits
     
    This professional position serves as the Division’s Area Agency on Aging (AAA) Director.  The position represents the Frederick County Division of Aging and Independence to the Maryland Department of Aging and serves as the Public Guardian of Person 65 .  This position manages multiple programs that serve older adults and adults with disabilities within the Division, and assists with the fiscal reporting and program monitoring of Older American Act grants and state programs.  Supervision is given to staff; supervision is received from the Aging and Independence Deputy Director.

    • Supervise, train, discipline and evaluate staff 
    • Develop and administer the Area Plan for the AAA in accordance with state and federal policies and procedures to ensure a comprehensive system of services are provided; develop methods of evaluating AAA programs
    • Inform the Maryland Department of Aging (MDoA) of any changes from the approved plan; oversee and sign grant assurances that require the Division to uphold federal and state law requirements
    • As mandated by state law, serve as the Public Guardian for persons age 65 who have been declared incompetent by the Circuit Court; AAA Director acts on behalf of the Circuit Court and makes health care and living arrangement decisions including end of life care; responds to legal inquiries and correspondences 
    • In collaboration with leadership, provide long term strategic planning for programs and services to address the growing senior population and funding sources
    • Work collaboratively with Department of Social Services (DSS) staff who provide on-site supervision of Senior Care staff; offer county specific guidance concerning policies; attend Department of Social Services / Senior Care monthly staff meetings   
    • Assist with the preparation of the Senior Care Annual Plan and monitor expenditures in collaboration with staff from the Department of Social Services
    • Prepare and submit applications to continue existing grants; ensure proper implementation, monitoring and administration of programs and funds after receiving grant funds; research and apply for grant opportunities
    • Oversee the preparation of grants and quarterly fiscal reports including yearly close-out reports; manage, monitor and approve/deny grant expenditures; project revenues for grants; maintain compliance with grant terms
    • Oversee annual program monitoring by MDoA of state and federal grants
    • Monitor financial performance and provide resolution of fiscal issues 
    • Assist with the preparation of the Division’s operating budget, including Maryland Department of Aging (MDoA) grants, state, federal, and county funding, program income and donations/collections received; assist in the preparation of budget appeals
    • Oversee annual fiscal monitoring and internal and external audit functions, ensuring staff, vendor and fiscal files are maintained in accordance with applicable record retention policies
    •  Oversee the preparation and submittal of the federal Older Americans Act Performance System (OAAPS) report
    • Attend federal, state and local senior-related meetings and trainings to network, share information and facilitate change  
    • Assist with the preparation of quarterly reports and attend meetings of the Adult Public Guardianship Review Board; as needed make presentations to the review board
    • As necessary, monitor state and federal legislation that may impact AAA activities and programs
    • Ensure programs meet relevant county, state and federal standards  
    • Oversee procurement actions and serve as the liaison to the Department of Procurement and Contracting for the purpose of procuring paid providers, consultants, contract instructors, as well as developing and/or reviewing Memorandums of Understanding between providers and the County  
    • Ensure program records and files are properly maintained, retained and updated.
    • Attend federal, state, leadership and local senior-related meetings, Senior Services Advisory Board, and trainings to network, share information and facilitate change  
    • Serve as a Certified Manager for the Division
    • Update and maintain the Division’s Continuity of Operations Plan (COOP)
    • Actively participate in relevant professional organizations 
    • Drive to local and regional meetings, hospital appointments with clients, court appearances, etc.
    • Plan, manage and execute projects, programs or other duties as assigned by the Deputy Director 
    • Perform other duties as assigned

    • Bachelor's degree
    • Minimum 8 years of progressively responsible human services work experience that must include the following (experience items may be concurrent):
      • Minimum 5 years work experience managing human services programs
      • Minimum 3 years work experience providing services to seniors, veterans and/or individuals with disabilities
      • Minimum 3 years budget and fiscal management work experience including experience writing grants  
    • Minimum 2 years supervisory work experience
    • Possession of a valid automobile operator's license 
    • NOTE:  A combination of relevant work experience, certifications, and education specific to human service programs may be counted towards the requirements of this position. 
     
    KNOWLEDGE, SKILLS AND ABILITIES:
    • Ability to maintain County Authorized Driver privileges 
    • Ability to effectively implement and operate a human services program
    • Working knowledge of senior-related programs and services
    • Knowledge of community and long-term care Medicaid and Medicare rules and regulations
    • Knowledge of the Estates and Trusts and Health General articles in the Code of Maryland Regulations (COMAR) as they relate to Public Guardianship
    • Ability to effectively compile, prepare and administer a budget
    • Ability to effectively supervise and direct the work of others
    • Ability to effectively access and use computerized fiscal, data management and word processing systems and equipment
    • Ability to effectively compile and prepare program reports, grant applications and other complex written work
    • Ability to effectively establish priorities and manage multiple complex projects in a fast-paced environment
    • Ability to work with the personal information of others and maintain appropriate confidentiality
    • Ability to develop and maintain effective working relationships with local government officials, medical and legal professionals, Federal and State program administrators, clients, co-workers and the general public
    • Strong math, research and data interpretation skills including the ability to compile and verify statistical information, and prepare and maintain complex records, graphics and reports
    • Strong and effective written and spoken (English) communication skills, including public speaking skills
    • Ability to make decisions as to the urgency of certain situations and take appropriate actions
    • Ability to maintain contact with legal and medical personnel, and make decisions regarding on-going medical treatment
    • Ability to make effective decisions regarding overall client care, including social, medical and personal needs that are in the best interest of the client, without regard to personal beliefs.
    • Ability to weigh and analyze factors concerning appropriate placement facilities to assure the least restrictive environment
    • Ability to be available to staff, medical personnel and others after work hours for guardianship concerns and emergencies

    PREFERENCE MAY BE GIVEN FOR:
    • Bachelor's degree in Human Services, Public/Business Administration, Gerontology, Education, Psychology, Social Work or a closely related field
    • Master’s degree in Human Services, Public/Business Administration, Gerontology, Education, Psychology, Social Work or a closely related field
    • Work experience in local government
