    Essential Functions:

    The Quality Assurance Manager provides support to H.A.S leadership in reporting and tracking internal programming, government agencies and grant funded programming to ensure program and fiscal compliance. The position will monitor programs and grants and will maintain detailed documentation. The position will work closely with Program specific Professional Clinical staff, Utilization Review, Leadership and Development staff to ensure contractual and funding requirements are met.

    Quality Assurance Manager Responsibilities:
    • Responsible as the point of contact for all survey processes including but not limited to, SUPR/IDHS/CARF.
    • Responsible for the re-application and audit process of the Commission Accreditation of Rehabilitation Facilities (CARF).
    • Attend annually Commission Accreditation of Rehabilitation Facilities (CARF), training.
    • Assists in gathering data to ensure HAS meets all State and Federal treatment outcome measurements.
    • Creates and maintains an accurate tracking system of programs and active grants.
    • Works with program staff to ensure compliance with funding guidelines and reporting requirements.
    • Responsible for creating KPI’s alongside program directors to establish performance measures and outcomes for each program.
    • Work closely with Data Specialist and others in senior management to create and establish reports and forms within the EHR that can collect the data and report out.
    • Oversees incident reporting system to include tracking, investigate follow-up, education, corrective action and maintaining database for reporting and monitoring purposes.
    • Establish safety policies and procedures in accordance with best practices, monitor all activities related to Safety, and provide reports on Safety findings.
    • Completes monthly safety walk throughs at all sites to ensure maintained compliance with OSHA guidelines, performing surprise drills as needed.
    • Provide reports monthly to the Management Team of findings and action plans to rectify if any deficiencies are found.
    • Collect, analyze and summarize Participant Satisfaction Surveys and feedback from Participant Satisfaction Surveys.
    • Assists leadership in conducting a comprehensive, continuous quality improvement (CQI) program throughout each site, acting as the Committee Chair, develops action plans, outcome goals and analyzes results on an ongoing basis.
    • Ensure that findings and action plans are shared monthly with program Directors and communication is effective and ongoing in coordinating plans to rectify action plans.
    • Supports program staff to problem solve and work collaboratively to address most needs and challenges that happen at sites.
    • Attend site team meetings monthly to share data as relevant to each site.
    • Able to work with others in a professional climate, able to engage with the Executive Team as well as Board of Directors as needed to share Annual reports.
    • Travel to program sites and partner sites regularly.
    • Performs any other related duties as requested by Supervisor.
    Quality Assurance Manager Qualifications:
    • Familiar with managed care environment and public payer systems.
    • Must be familiar with Rule 132, Rule 140, DMH guidelines and IDHS 2060 & 2090, DMS-IVR, DSM-V, and ASAM placement criteria.
    • Flexible to adapt to schedules and work load to the needs and demands of the program.
    • Knowledge of MS Office applications.
    • Knowledge of State and Federal Behavioral Health Performance Measures preferred.
    • Knowledge of Illinois Department of Human Services regulations and service rules; as well as CARF standards or other accreditation bodies.
    • Possess both excellent written and verbal communication skills.
    • Ability to maintain pose and work in a professional manner across a variety of different programs.
    • Possession of a valid Illinois Driver’s License and willingness to use personal vehicle during the course of employment.
    • H.A.S. requires all staff to work on-site.
    Education and Experience Requirements:
    • Master’s degree in Public Health, Quality, Healthcare Administration, Psychology, Social Work, or another behavioral health degree from a regionally accredited educational institution which has U.S. Department of Education approval, is preferred.
    • LCSW or LCPC preferred.
    • Must have 3 to 5 years of Substance Abuse and Mental Health experience preferably in a supervisory role.
