Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.     The Public Engagement Senior Manager provides leadership, vision, and accountability for public engagement and community-building strategies to connect Boise residents with city programs, services, and opportunities for meaningful input. Oversees the city’s Community Accessibility, Language Access, and Neighborhood Outreach programs. Develops and executes public engagement strategies that promote, support, and integrate community involvement into city governance. This position works under administrative direction.

    This position is designated as At-Will.
    • Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority. 
    • Develops, manages, and implements comprehensive public engagement strategies, materials, and programs that leverage appropriate tactics and mediums to best inform and reach target audiences and project goals, creating opportunities for meaningful feedback and inclusion that promote, support, and integrate community involvement into city governance. 
    • Monitors and analyzes public feedback, sentiment, and engagement metrics to measure the effectiveness of engagement efforts and identify areas for improvement. Stay updated on industry trends, best practices, and emerging technologies related to public engagement and incorporate relevant insights into strategy development. 
    • Ensures the city’s overall public engagement strategy is inclusive of traditionally underrepresented groups, including refugees, immigrants and non-native English speakers, LGBTQ residents, people with disabilities, lower-income residents and people experiencing homelessness, and Black and Indigenous People of Color (BIPOC) by working collaboratively with the Director of Community Engagement (CE) and Director of Community Partnerships. Oversees the city’s accessibility, language access, and neighborhood outreach programs. Serves as a member of the CE Leadership Team. 
    • Builds relationships with community groups, governmental agencies, non-profit organizations, and other stakeholders to enhance collaboration and support for city initiatives. 
    • Works with department staff to build direct contact into public engagement plans that result in measurable impact and increased participation. Collaborates with internal teams, including marketing, communications, and program management, to align public engagement efforts with overall organizational strategies and initiatives. 
    • Ensures all digital outreach activities for the department, including website updates, social media posts, online advertising, and other future mobile communication tools and programs are suitable for diverse audiences by working collaboratively with department members. 
    • Develops and manages budgets, timelines, and resources for public engagement strategies. Provides leadership, guidance, and support to staff and volunteers involved in public engagement activities.

      Supervisory Responsibilities
    • Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining, and terminating employment

    Required Knowledge, Experience, And Training
    Bachelor's degree in communications, marketing, public relations, or related field and five years of experience in community/public relations, marketing/advertising or a closely related field, or an equivalent combination of education and/or experience.

    Proven experience in public engagement, community relations, or related roles, preferably in a non-profit organization or government agency.

    Knowledge of public engagement programs, marketing, PR, and community relations techniques

    Ability to

    • communicate effectively in the English language at a level necessary for efficient job performance
    • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

      Individuals must be capable of operating vehicles safely and have an acceptable driving record.

      Licensing And Other Requirements

              Valid state issued driver's license.
