    POSITION SUMMARY

    Under the supervision of the Police Evidence Technician / Court Liaison, at the direction of the Police Chief, the Police Temporary Evidence Technician is a non-exempt position under FLSA, which serves the City of McPherson. The position involves receiving, releasing, inventorying, court appearance, controlling and disposing of evidence seized, and by maintaining evidence/property in a manner that secures the items from a theft, loss, contamination and in such a manner that item(s) can be easily located. The position also involves providing a safe environment for the Judge, court personnel, attorneys, and the general public. This employee should possess excellent communication, organization, and public relation skills. This position is not eligible for KPERS Retirement Benefits or other City benefits.

    ESSENTIAL FUNCTIONS

    • Logs evidence and found property into the records management system (RMS);
    • Stores, dispenses, destroys and releases evidence to owners, for court purposes, safekeeping, and/or destruction depending upon the case;
    • Maintains chain of custody for all items and documentation submitted as evidence including photographs, video, and all items going to and from the forensic laboratory;
    • Ensures timely and legal notifications to owners of recovered/found property;
    • Operates computer terminals to access information regarding case dispositions and other related information involving the proper disposition of found property and evidence; Conducts periodic inventories of found property and evidence;
    • Transfers property, photos, and video to authorized personnel for court purposes;
    • Coordinates the disposal of found property and evidence as required by Department General Orders and State/Federal law;
    • Provides credible testimony at any court proceedings as to evidentiary chain of custody;
    • Stays abreast of local, state, and federal law involving property and evidence handling;
    • Maintains clean/orderly property storage;
    • Maintains inventory of evidence/office supplies and orders additional supplies as necessary;
    • Follows Department General Orders and procedures;
    • Follows safety procedures and practices;
    • Performs scanning duties to assist with digitalizing old records.

    TEMPORARY EVIDENCE TECHNICIAN - POSITION REQUIREMENTS

    Experience: Similar or related experience is preferred. The employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment.

    Education: A high school diploma or GED is required.

    Technical Skills: A thorough knowledge of applicable laws, regulations and directives pertaining to evidence security. A thorough knowledge of local, state, and federal laws pertaining to evidence procedures. A general knowledge of police methods, practices, and procedures. The ability to communicate effectively both orally and in writing. The ability to type accurately. A general knowledge of laws, regulations and procedures for custody, storage, tracking and handling of records. A general knowledge of weapon and firearm safety and handling. A general knowledge of principles and procedures of record keeping. A general knowledge of operational procedures of police record keeping systems. A general knowledge of standard office equipment and procedures including software. The ability to establish and maintain effective working relationships with co-workers and the public. The ability to remain composed in stressful situations, ability to react quickly, and ability to establish and maintain effective working relationships with the police, court personnel, other agencies, and the public.

    Problem Solving: Independent problem solving is involved in this position. This employee encounters problems with evidence issues, errors in data entry, and equipment malfunctions.

    Decision Making: Independent decision-making is involved in this position. This employee makes decisions about resolving evidence issues, purchasing supplies, prioritizing daily assignments, and performing daily duties in the most efficient manner.

    Supervision: The Police Part-time Evidence Technician works under the supervision of the Police Evidence Technician / Court Liaison, within the Chain of Command, at the direction of the Police Chief. This employee does not exercise supervision over other personnel.

    Financial Accountability: This employee is responsible for Department resources and equipment. This employee does have limited authority to purchase necessary evidence supplies.

    Personal Relations: Daily contact with the general public, co-workers, and supervisory personnel is expected.

    Working Conditions: No adverse working conditions exist within this position. Working in an office or courtroom setting is the primary aspect of this position.

    Physical Requirements: Physical activity associated with working in an office setting is required to perform the daily duties of this position. Must be able to perform the basic life operational functions of reaching, pushing, pulling, lifting, fingering, talking, hearing and perform repetitive motions.

    Residential Requirements: Must obtain residency within thirty-five miles of the city limits of McPherson.
