    Requirements:

    Essential Duties (Major Responsibilities/Activities):

    Responsible for:

    • Lead and manage complex environmental planning projects with a focus on initiatives that support Native Hawaiian and local communities in Hawaiʻi.
    • Foster and maintain strong relationships with Native Hawaiian stakeholders, ensuring respectful and culturally sensitive collaboration.
    • Develop and implement strategies to protect and perpetuate Native Hawaiian access and gathering rights.
    • Mentor and train staff in community-based planning practices, emphasizing culturally relevant approaches.
    • Facilitate community engagement and conflict resolution, utilizing best practices in communication and negotiation.
    • Technical writing, analysis and interpretation for Environmental Assessments, Environmental Impact Studies and related reports in compliance with HRS Chapter 343.
    • Preparation of land use permit application materials, assistance in filing with government agencies.
    • Preparation of land use master plan materials (including collection of research materials and report data, evaluation of research materials for applicability, preparation of graphic concepts, and coordination of report completion, production and distribution).
    • Attendance/participation in project team meetings.
    • Conducting field reconnaissance of project sites.
    • Determination of regulatory requirements for specific projects.
    • Participation in and support of community involvement programs.
    • Participation in community, client, government and project team presentations.
    • Coordination of subconsultants.
    • Leading community involvement programs.

    • Preparing fee estimates, scope of work, proposals and contracts.
    • Actively managing client budgets, schedules, and programs; project communications and documentation; office administrative tasks; and project team assignments.
    • Serving as the primary project liaison to bring the schedule, budgets, and scope of work to completion.
    • Supervising planners and/or support staff.
    • Conducting department and firm promotional efforts.

    Non essential Duties:

    • Participation or membership (past or present) within a Native Hawaiian community, civic, or cultural organization is highly desired but not required
    • Participation in professional organizations such as APA, ULI, NAIOP, etc.
    • Participation in staff meetings, office events and office committees.
    • Leadership role in office committees.
    • Participation in managing the firm's practice.
    • Resource for Planning and other departments.
    • Resource for a well-developed area of expertise.
    • Other duties as assigned.

    Minimum Qualification Requirements:

    Education/Experience

    • Master’s degree Environmental Planning, Urban Planning, or a related field, experience may be considered in lieu of the degree.
    • Minimum of 10 years of experience in project management within environmental, cultural, or community planning.
    • Previous experience working within Native Hawaiian communities or similar indigenous groups.
    • Excellent communication and interpersonal skills, with a strong ability to build trust and rapport among Native Hawaiian and local communities.

    Skills/Knowledge

    • Cultural Understanding: Comprehensive knowledge of Native Hawaiian history, including the impact of land loss, population decline, and erosion of cultural practices. A strong emphasis on efforts to rebuild Native Hawaiian identity, including the preservation and perpetuation of cultural practices, gathering, and access rights.
    • Community Engagement: Over ten years of demonstrated experience in engaging with Native Hawaiian communities. Skilled in respecting and integrating unique cultural practices, standards, and protocols into community planning.
    • Hawaiian Language: Proficiency or substantial familiarity with the Hawaiian language is highly preferred.
    • Conflict Resolution: Demonstrated ability to mediate and resolve disputes using Native Hawaiian epistemological approaches within community settings.
    • Mentorship: Expertise in mentoring team members to enhance their skills in community-oriented planning and engagement.
    • Cultural Advocacy: Demonstrated experience to advocate for culturally relevant representation and integration that is appropriate planning development and resource management initiatives.
    • Proficiency in PASH Decision, Ka Paʻakai, and Paoakalani Declaration: Applicants must possess a deep understanding of key legal and cultural frameworks including the PASH Decision, Ka Paʻakai guidelines, and the Paoakalani Declaration, with an emphasis on their implications for the stewardship and protection of Native Hawaiian cultural and intellectual property. Candidates are expected to demonstrate experience in integrating these principles into their work, ensuring culturally sensitive and appropriate practices that respect and promote the rights and traditions of Native Hawaiians in various projects or initiatives.
    • Excellent written and oral communication skills.
    • Ability to present project materials and information clearly and concisely.
    • Excellent organizational skills.
    • Ability to understand, analyze and process complex technical information and materials.
    • Can conduct efficient direct source research techniques, including technical reference documents, govt. regulations and maps.
    • Coordinate effectively with government representatives, project consultants and client representatives.
    • Ability to multi-task and work cooperatively in a team framework.
    • Capable of organizing project files for reports, maps and plans.
    • Capable use of MS Office products.
    • Ability to use sound discretion and independent judgment.
    • Self-motivated/self-directed.
    • Ability to manage schedules, budgets, communications, documentation, and administrative tasks.
    • Can effectively serve as client liaison role and associated responsibilities (schedule, budget & scope of work.
    • Skilled at preparing fee estimates, scope of work, proposals, and contracts.

    Salary: From $96,000
