Project Management Manager manages and directs the work of project managers and provides managerial oversight for multiple projects. Monitors project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables. Being a Project Management Manager develops standards, processes, and tools used for effective project scheduling and to set and manage quality targets. Addresses internal or vendor issues that may impede project delivery and develops solutions. Additionally, Project Management Manager tracks at risk metrics and facilitates actions to keep projects on track. Establishes data collection and reporting processes to capture key metrics of project activities and to provide periodic reporting. Requires a bachelor's degree. May require a project management certification. Typically reports to a director. The Project Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Project Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Position Overview:
    The Program Manager Senior will be responsible for overseeing the execution of Task 4: Program/Project Management and providing high-level administrative support to key stakeholders and department leaders within the Knowledge Management Office (KMO). This individual will ensure that program objectives are met efficiently and effectively, while maintaining compliance with Client policies and procedures.
    Key Responsibilities:
    • Lead the planning, implementation, and tracking of a specific short-term project or a segment of a larger project.
    • Coordinate with internal and external stakeholders to ensure project alignment with strategic objectives.
    • Manage project resources, including personnel, budget, and scheduling, to achieve project goals.
    • Implement quality control processes to ensure consistent delivery of quality goods and services.
    • Monitor, evaluate, and report on performance standards.
    • Address underperformance of personnel and manage organizational turnover/retention.
    • Recruit talent agilely and manage promotions within the team to ensure alignment with labor categories.
    • Ensure confidentiality and discretion in handling sensitive information.
    • Develop and maintain positive relationships with internal and external stakeholders.
    • Identify and implement continuous improvement initiatives to enhance project efficiency.
    Qualifications:
    • Extensive experience in program/project management within a government contracting environment.
    • Demonstrated ability to lead and manage a multi-disciplinary team.
    • Strong understanding of Client policies and procedures, particularly related to knowledge management and project management.
    • Excellent communication, negotiation, and relationship management skills.
    • Proven track record of managing complex projects to successful completion.
    • Ability to handle sensitive information with the highest level of confidentiality and discretion.
    • Bachelor's degree in a relevant field; PMP certification is highly desirable.
