Policy Change Director manages all aspects of insurance policy changes according to company guidelines. Designs and implements procedures used for expediting policy changes and the calculations used to determine associated costs. Being a Policy Change Director develops, implements, and communicates policies and practices concerning policy changes and related costs. Requires a bachelor's degree. Additionally, Policy Change Director typically reports to top management. The Policy Change Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Policy Change Director typically requires 5+ years of managerial experience.   • The Biden For President Campaign is seeking a State Policy Director to synthesize and communicate how President Biden and Vice President Harris’ policy accomplishments and vision impact voters in key states, as well as how the policy agenda of other candidates for president would negatively impact voters in those states. The State Policy Director will work collaboratively with other members of the policy team, along with other campaign departments. We are looking for folks with a variety of backgrounds and experience, and are dedicated to building a team that looks like America.

    Key Responsibilities
    • Develop and strengthen policy narrative and communications materials to communicate how President Biden and Vice President Harris’ accomplishments and vision impact voters in key states, as well as how the policy agenda of other candidates for president would negatively impact voters in those states. This includes: talking points for campaign principals, surrogates, and others; press releases and background materials for press; policy fact sheets; letters to constituency groups; and more.
    • Help drive and shape press coverage in key states that communicates the President’s accomplishments and vision in those states and contrasts it with opponents’ policy agenda.
    • Develop and execute on processes to ensure strong cross-campaign coordination.
    • Other duties as assigned.


    Preferred Skills & Qualifications
    • At least 7-10 years of experience in policy analysis or communications, or a related field.
    • Demonstrated ability to tailor policy messages to voters in key states. This could be developed, for example, from experience working for a Member of Congress or Governor in a key state.
    • Strong familiarity with the breadth of President Biden and Vice President Harris’ policies, and an understanding of how to navigate the administration’s policy record and proposals.
    • Relationships with policy experts in key states.
    • Ability to quickly and accurately communicate policy concepts and contrast to a variety of audiences including the general American public, press, constituency and advocacy groups, campaign principals and surrogates, and others – both in writing and verbally.
    • Ability to analyze policy proposals, how they impact different demographics, the substantive and political implications of the proposals.
    • Ability to creatively find opportunities to drive a policy message to voters.
    • Experience managing a team.
    • Strong interpersonal skills with the ability to work effectively with employees at all levels. 
    • Ability to organize and manage multiple priorities and deadlines in a detail-oriented manner.
    • Ability to handle projects with the appropriate level of discretion and confidentiality. 
    • Ability to work well under pressure. 
    • A team player that recognizes the importance of working collaboratively and a ‘no task too small’ attitude.
