    Summary

    The primary function of this unit is to provide an effective and efficient link between the hospital community and the Hospital Police Department operations and services 24 hours a day, 365 days a year. The Hospital Police Department maintains the responsibility of providing a safe and secure community for Wayne UNC Health Care.

    The Hospital Police Sergeant works as a Patrol Officer who manages and directs teammates (employees) in general patrol, traffic enforcement, and investigative work. The Hospital Police Sergeant requires knowledge of teammate availability, skills, and resources to designate assignments. Establishes employee work expectations, reviews reports and assesses squad performance based on these standards.

    Hospital Police Sergeants have exceptional communication and negotiation skills as they have the dual responsibility of law enforcement and public service. They have full powers of arrest and enforce the laws of the State of North Carolina and the United States Government. Work involves supervision and/or management of a unit of officers or other departmental personnel in their responses to routine calls, emergencies, and other law enforcement services provided. Hospital Police Sergeants evaluate appropriateness of officer responses; designate assignments; direct needed resources; and interpret laws and department policies and procedures. Duties may include orientation and training of officers, inspections of officers and/or other departmental personnel on a shift, coordination of pre-shift briefings, review of all reports and investigations accomplished during a shift, activity coordination, discipline, conducting performance reviews, and providing input concerning operational planning.

    Responsibilities

    • Supervises, leads, and/or coordinates operations of police and security officers in providing protection of persons and property by enforcing the law and campus rules and regulations; and conducting investigations of crimes and accidents.
    • Supervises daily operations of staff (teammates) from assigned shifts, monitors schedules, and prepares daily schedule of assignments.
    • Reviews daily attendance and reports.
    • Conducts inspections of all officers and/or other departmental members on shift.
    • Conducts pre-shift briefings.
    • Performs all duties of a police officer as needed.
    • Provides input concerning operation planning and oversee the completion of official reports.
    • Coordinates activities of uniformed patrol, emergency first responder calls, general calls for service, traffic control, traffic enforcement, lock/unlock requests, burglar/fire alarm responses, telecommunications, security escort services, parking enforcement, building or event security, etc.
    • Conducts appropriate vehicle inspection at the beginning and end of each shift (includes reporting damage; properly maintains and accounts for all vehicle equipment; properly operates basic vehicle equipment.).
    • Oversees officers in the completion of community-oriented policing assignments that may include public presentations, liaison meetings with teammates, and specific problem-solving assignments among other duties.
    • Responds and/or investigates initial complaints and violations of law to determine the causes and identify witnesses, victims and suspects.
    • Hospital Police Sergeants are responsible for supervising and securing crime scenes to preserve evidence, crime scene searches, arresting suspects, testifying in court, and completing the required documentation for all cases.
    • Oversees training of new officers by orienting officers to shift activities and procedures.
    • Counsels employees on problems and deficiencies such as tardiness, incomplete reports, and uniform appearance.
    • Participates in meetings with command staff and committees planning for special events.
    • Supervises and monitors special events.
    • Performs administrative and operational tasks for shifts.
    • Completes incident and accident reports when necessary.
    • Evaluates strength and weaknesses of employees by reviewing reports, documentation and makes recommendations for training as needed.
    • Assists in the development of police department policies and procedures.
    • Coordinate and attend training exercises and classes in law enforcement, first-aid, and other emergency response areas.
    • Ensures all directives, new instructions, and general information from the Director/Chief of Police is communicated to all shift personnel.
    • Reports immediately to UNC Health Wayne for traffic and crowd control when recalled for disaster or other emergency situations.

    Other Information

    Education

    • Associate’s degree or higher level of education preferred.
    • High school diploma or GED required.

    Licensure/Certification

    • IAHSS Sergeant Certification or ability to obtain within 6 months.
    • Intermediate Law Enforcement Certification through the North Carolina Criminal Justice Training and Standards Commission is preferred.
    • NECESSARY SPECIAL QUALIFICATIONS: As set forth in N.C.G.S. 74E-8, applicants for commission as a company police officer and a commissioned company police officer must meet and maintain the same minimum pre-employment and in-service standards as are required for State law enforcement officers by the North Carolina Criminal Justice Training and Standards Commission, and must meet or maintain any other pre-employment and in-service requirements set by the Attorney General. Out-of-State candidates should have the ability to achieve certification within one year of employment.
    • Out-of-State candidates must have successfully completed a Basic Law Enforcement Training course accredited by the state of transfer to be considered. Out-of-State candidates cannot have a break in service from the out of state agency of more than one year. All out-of-state candidates may possibly have to complete 96 hours (or more) of training to be eligible for NC certification, pass the State exam or other requirements set forth by the North Carolina Law Enforcement Training and Standards Commission.

    Experience

    • Five years of Sergeanty experience, preferably in a healthcare or campus law enforcement setting.

    Knowledge, Skills And Abilities

    • Leadership qualities, e.g., maturity, job knowledge, professionalism, communication skills, etc. to lead, guide and motivate others.
    • Ability to read, write and communicate effectively in English.
    • Proficient with MS Office and able to learn new software rapidly.

    Valid NC Driver’s License: Yes

    If driving a Wayne UNC Vehicle, must be 21 years old and MVR must be approved by Risk Management.
