    Job Title: Scientific Programmer Analyst II

    Clearance Required: Public Trust

    Work Location: Near a following Location: Silver Spring, MD; Stennis, MS; Boulder, CO; Asheville, NC (primarily remote work)

    Estimated Salary Range: $75k-$85k

    Alpha Omega is recruiting to staff the recent award for the NOAA National Centers for Environmental Information Data Stewardship Division (DSD), which works with NOAA and the broader community to provide and maintain the core tools, systems, services, policies, and procedures that enable long-term information preservation, dissemination, and service delivery in a cost-effective, efficient, and reliable manner. Its four branches, Data Operations, Archive, Software Engineering, and Data Access, ensure conformance with the principles, activities, and responsibilities of an Open Archival Information System (OAIS) Reference Model Archive (Consultative Committee for Space Data Systems, 2012; ISO 14721); follow established NOAA, Department of Commerce, and Executive Office policies; and maintain a reliable and effective infrastructure of hardware, software, processes, and procedures to ensure the long-term preservation of NOAA’s information products and services.

    Responsibilities

  • Scientific Programming:
    • Converts scientific, engineering, and other technical problem formulations to formats that can be processed by computer.
    • Resolves symbolic formulations, prepares flowcharts and block diagrams, and encodes resultant equations for processing by applying extensive knowledge of branch of science, engineering, or advanced mathematics, such as differential equations or numerical analysis, and understanding of capabilities and limitations of computer.
    • Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job.
    • Works under immediate supervision
    • Archive Documentation:
      • Utilize standard templates to document new or revised archive projects.
      • Provide detailed status reports on the progress of each priority archive documentation project on a weekly basis.
    • Coordination and Communication:
      • Coordinate Archive Implementation and Maintenance requirements with internal and external stakeholders.
      • Support Data Set Readiness Reviews (DSRR) to ensure NCEI is prepared to ingest, archive, and provide access to new and updated archive requests.
      • Assist in assessing the completeness and appropriateness of new data archive requests against NOAA mission priorities.
    • Formal Readiness Reviews:
      • Support and participate in formal readiness reviews, including program-level critical design and operational readiness reviews, ensuring stewardship system readiness.
    • Project Management:
      • Configure, operate, and administer project management tools (Jira and Google Sheets) for task status, issue tracking, scheduling, risk management, cost modeling, and performance measurement of archive projects, programs, and portfolios.
    • Advanced Planning and Support:
      • Support NCEI administratively in developing annual archive plans, archive recommendation packages, and other advanced planning activities.
      • Ensure provider metadata adherence to accepted Federal and international standards for data storage, accessibility, metadata, interoperability, and long-term preservation.
    • Digital Object Identifiers (DOIs) and Metadata:
      • Mint and maintain Digital Object Identifiers (DOIs) using automated and manual methods.
      • Develop, create, and maintain metadata for data granules and collection metadata records.
    • Data Stewardship and Best Practices:
      • Develop, create, and maintain Data Stewardship Maturity Model assessments, related metadata, and Data Stewardship Maturity Reports (DSMR).
      • Identify and document best practices and implementation strategies for standards related to collection and granule metadata.
    • Administrative Support:
      • Administer accounts and group permissions for NCEI’s automated collection metadata editing application, CoMET.
    • Guidance and Support:
      • Support data providers and managers by providing guidance on archive-related tools, templates, checklists, standards, and processes.
    • Knowledge Base Development:
      • Promote the development of a reusable Stewardship Support Team knowledge base by providing reports of submitted inquiries, timelines, and adjudications.
    • Operational Archive Records:
      • Assist NCEI data managers with requests to update operational archive records.
    Required Skills/Qualifications

    • Bachelor's degree (BS/BA) or equivalent in a related field.
    • 2 to 4 years of experience in a related area.
    • Strong web development skills (CSS, JavaScript, Angular/React, etc.)
