Network Operations Manager manages the daily operations of the organization's network infrastructure, including hardware, software, security, and services, to ensure it meets the organization's performance objectives. Implements policies and procedures that ensure compliance with industry standards and regulations, minimize downtime, and support efficient operations. Being a Network Operations Manager provides network administrators and technicians with training in the best practices and technologies. Ensures logging and documentation of daily network operations incidents and changes. Additionally, Network Operations Manager leads troubleshooting and resolution of routine network issues and conducts root cause analysis (RCA) to prevent recurrences and identify potential technological, training, or process improvements. Automates routine tasks using scripting or basic programs. Advises on budget expenditures to ensure required tools and equipment are procured and maintained. Typically requires a bachelor's degree. Typically reports to a director. The Network Operations Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Network Operations Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     Position Summary:


    Potawatomi Defense Operations (PDO), a federal government contractor, is seeking a qualified Project Manager who demonstrates the ability of managing a project cradle-to-grave for construction and/or design/build management for the entire life cycle of projects that he or she is tasked with managing (typically environmental, civil, commercial and/or institutional construction projects) that have modest to high complexity and are typically valued at $1-$5 million in contract value. The position includes an understanding of process management and the ability and agility to perform work that is contracted through a variety of delivery methods that include: indefinite delivery indefinite quantity (IDIQ), Lump-Sum Contracting, Design/Build and Fast Track contracts. The Project Manager accomplishes work primarily through self-performance; however, the Project Manager has the capability of managing subcontracted activities that benefit the project.


    Essential Duties & Responsibilities:

    • Manages the construction and/or design/build workflow process starting in the project origination phase, to include: estimating, negotiation, contracting, buyout, construction administration, financial management and closeout;
    • Completing all preconstruction submittals
    • Working knowledge and ability to use PROCORE.
    • Ability to manage trades class workers and supervisors;
    • Meets with Owners, Design Professionals and other stakeholders to determine project requirements, manage client satisfaction, and take immediate action to respond to problems and concerns;
    • Acquires and manages all building permits and other regulatory prerequisites (when required);
    • Visit project work sites, to assure safety, quality, cleanliness and to manage the overall contracted scope of work;
    • Prepares, negotiates and manages cost estimates and proposals related to the change management process (and the entire projects based on size, complexity and time available);
    • Evaluates projects for constructability and value-engineer cost savings;
    • Creates and develop meaningful critical path project schedules to establish a baseline schedule that includes buy-in by all relevant stakeholder using either Primavera P6 or MS Project scheduling software;
    • Drives project performance to include updating project schedules and the ongoing identification of impacts caused by changes to the critical path; to include corresponding backup and narratives to justify time extensions as they occur;
    • In cooperation with the Project Superintendent manages the development and communication of look-ahead schedules;
    • Develops and implement strategies to subcontract or self-perform the various aspects of a project to achieve the projects objectives of price, schedule and quality;
    • Negotiates contracts, subcontracts and purchase orders to assure that all project goals are being addressed;
    • Proactively identify issues that could lead to problems and facilitate solutions;
    • Take a lead role in conducting and documenting project progress meetings;
    • Determines and implements the appropriate level of project control (i.e.: submittal logs, change order logs, etc.);
    • Manages project costs to ensure budgets are maintained. Documents and manages changes in the work to ensure the interests of all stakeholders in the project are reasonably met;
    • Creates and follows up on monthly requisitions to the Owner and manage all vendor payments to ensure all financial obligations for all stakeholders are met timely and consistent with contract terms;
    • Ensures that all aspects of the project are compliant with all contract terms and legal requirements that govern the project and the community in which the project(s) takes place;
    • Administers client-specific programs, such as CQC, Safety, Environmental Stewardship, etc.;
    • Provides timely and cordial interaction with supporting work groups, such as Accounting, HR, ICS, etc.;
    • Documents substantial completion; manage the project closeout process to ensure timely completion;
    • Participates in industry networking functions and take a leadership role whenever possible;
    • Acts as mentor and resource to encourage staff to seek out learning opportunities and professional development.

    Education & Experience Requirements:

    EDUCATION:


    • Degree in Engineering or Construction Management with a minimum of one (1) to five (5) years of experience with a federal contractor performing commercial and/or industrial work; or five (5) to ten (10) years of directly related experience with no degree;


    EXPERIENCE:


    • Minimum of one (1) to five (5) years of experience with a federal contractor performing commercial and/or industrial work

    May be indoors or outdoors, subject to confined spaces, changes in temperature, weather conditions, and noise levels.

    Physical Demands (including but not limited to):

    • Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components
    • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 12 hours.
    • May require frequent lifting up to 50 pounds; such as equipment, tools and other materials
