    Job Summary
    Performs a variety of semi-skilled and skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water facilities and systems, as well as street and storm drainage facilities and systems for the Water, Street, and Sewer divisions of the Public Works Department. THIS IS A SAFETY-SENSITIVE POSITION

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    • Assists with the planning, scheduling and implementation of construction, maintenance, and operation and construction activities designed to provide quality streets, water, and sewer systems and facilities.
    • Assists in the training of lower-level employees performing the duties of maintenance, construction, and repair for the different departments.
    • Maintains a variety of records relating to inspections, maintenance activity, repairs, etc.
    • Determines the locations of gas, telephone, power, television, water, and sewer lines from the appropriate sources prior to excavation.
    • Responds to complaints and service requests.
    • Maintains city property as needed.
    • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
    • Contacts residents and business owners in areas where services or access may be discontinued and explain when access or services will be restored.
    • Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, gravel, and sand.
    • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor.
    • Troubleshoots and repairs residential water complaints as needed.
    • Determines the locations of gas, telephone, power, television, and water and sewer lines from the appropriate sources before excavation by ensuring that a valid TN 811 call was validated.
    • Performs routine leak detection surveys.
    • Documents and reports leaks to be repaired.
    • Performs special assignment leak detection such as pinpointing leaks for City maintenance personnel and customers with hardship cases.
    • Assist in service orders, meter change outs, meter testing, and meter repair.
    • Operates light and medium-sized construction and power equipment including but not limited to a backhoe, excavator, skid steer, and dump trucks.
    • Performs all duties in conformance to appropriate safety and security standards.
    • Performs required labor involved in construction and maintenance projects as part of a crew for the Water, Street and/or Sewer Departments.
    • Must be will to cross-train in other areas of Public Works.
    • Available for on call 24/7 when on rotation.
    • Performs other duties as assigned.
    MINIMUM QUALIFICATIONS
    • High School Diploma or GED required.
    • Experience relating to construction, maintenance, or repair preferred.
    • Must possess a valid Tennessee Drivers’ License or could obtain one in a reasonable period.
    • Confined Space Certification preferred.
    • Equivalent combination of education and experience.
    SKILLS, KNOWLEDGE, AND ABILITIES
    • Knowledge of Health and Safety Requirements.
    • Considerable knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities.
    • Skill in operation of some of the listed tools and equipment.
    • Ability to perform heavy manual tasks for extended periods.
    • Ability to work safely.
    • Ability to communicate effectively verbally and in writing.
    • Ability to establish and maintain effective working relationships with employees, other departments, and the public.
    • Ability to understand and carry out written and oral instructions.
    • Ability to work under pressure and with frequent interruptions while accomplishing all tasks.
    • Semi- Skilled in operating medium and heavy-sized construction equipment.

    PHYSICAL DEMANDS
    Work is performed mostly in field settings. Considerable outdoor work is required. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, sit, climb, or balance, stoop, kneel, crouch, crawl, talk and hear, and use hands to finger, handle, feel, or operate objects, tools, or controls. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
    WORK ENVIRONMENT
    Field Operations and Customer Interaction: The Laborer II works primarily in the field, visiting residential, commercial, and industrial sites to support the installation, inspection, and routine maintenance of water meters. This role requires traveling to various locations within the service area and occasionally interacting with customers to address basic inquiries and ensure access to meter sites.
