Being a Mechanical Engineering Technician conducts clerical research tasks and summarizes and reports findings to support research and development of new technologies or processes. Installs, calibrates, tests, and repairs mechanical components and engineering solutions. Additionally, Mechanical Engineering Technician fabricates, modifies, and assembles new or existing mechanical components. Requires a high school diploma. Typically reports to a supervisor. The Mechanical Engineering Technician works under the close direction of senior personnel in the functional area. Possesses a moderate understanding of general aspects of the job.     The Engineering Technician is responsible for installing, repairing, overhauling, rebuilding, modifying, testing and troubleshooting integrated mechanical and electrical systems.

    In this position you will:

    • Install, repair, overhaul, rebuild, modify, test, programs, and troubleshoots major integrated mechanical and electrical systems such as Siemens APOGEE Building Automation System, Direct Digital Controls, HVAC and utility metering systems.
    • Conduct engineering analyses and evaluations of technical proposals and potential projects to estimate savings of energy and water.
    • Design systems modifications and prepares procurement packages for repairs to the systems listed above and energy and water metering systems.
    • Analyze, evaluate and report on complex mechanical and electrical systems operations.

    Qualifications

    GS-11 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position Specialized experience is such as installing, inspecting, testing, making repairs to Distributed Digital Controls, HVAC systems and the Siemens APOGEE Building Automation Systems or a similar system.

    GS-12 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system. For this position Specialized experience is such as experience with control logic, programming of HVAC systems including adding devices and creating functions to perform various output sequences; installing, inspecting, testing, making repairs to Distributed Digital Controls, HVAC systems, and the Siemens APOGEE Building Automation System or a similar system.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

    • Knowledge of engineering concepts, principles and practices applicable to major integrated mechanical and electrical systems.
    • Ability to conduct engineering analyses and evaluations of technical proposals and potential projects to estimate savings of energy and water.
    • Ability to design systems modifications and prepare procurement packages for the Siemens APOGEE Building Automation System, Direct Digital Controls, HVAC and energy and water metering systems.
    • Ability to analyze, evaluate, and report on operations of complex mechanical and electrical systems

    Applicants who meet or exceed the screen-out element will be assigned to one of three category groups based on job-related criteria:

    Best Category - Meets the screen-out element and excels in most of the job related elements above.
    Better Category - Meets the screen-out element and satisfies most of the job related elements above.
    Good Category - Meets the screen-out element, but does not satisfy most of the job related elements above to a substantive degree.

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-veterans within each category. A selecting official may make selections from the highest quality category (Best Category) provided no veteran in that category is passed over to select a non-veteran in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.

    Veterans who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
