    This position reports to the Director of Program Development and will lead cross-functional teams to effectively and efficiently carry out special and programmatic projects to enhance pipeline safety across the nation; address public inquiries and technical assistance requests from congress; and coordinate mandate and audit activities and outcomes.

    At the full performance level of this position, your duties will include, but not be limited to, the following:

    • Working with the divisions in OPS, the Office of Governmental, International, and Public Affairs, the Office of Chief Counsel, the Office of the Chief Informational Officer, and other PHMSA offices to address data analysis, visualization and coordination needs associated with mandate and audit activities and outcomes.
    • Working closely with senior leadership and colleagues to understand and translate internal and external requirements into actionable projects or studies to enhance pipeline safety. Develops and executes project plans that identify cost, schedule/milestones, objectives and goals, and performance outcomes.
    • Ensuring that PHMSA initiatives are technically and programmatically sound and support DOT and PHMSA strategic goals.
    • Developing program policy and guidance; developing program plans, milestones, and goals; leading teams to implement program plans; leading/driving change; recommending ways to strengthen pipeline safety programs; and communicating program findings and results to internal and external stakeholders.
    • Developing and delivering presentations to a broad range of audiences; effectively communicating national pipeline safety initiatives and challenges; building relationships and partnerships with internal and external stakeholders to identify challenges and solutions to strengthen pipeline safety and risk reduction initiatives; and representing OPS at conferences and meetings.
    • Providing data-driven recommendations and advice on policies, programs, inspector training and qualifications, and performance management to OPS leadership.

    In addition to the previous duties, this position will help track and coordinate progress to address mandates and audits, including congressional mandates, National Transportation Safety Board (NTSB) recommendations, Inspector General (IG) audits and Government Accountability Office (GAO) audits and recommendations directed to OPS. This position reports to the Director of Program Development.

    This position is perfect for a Management Analyst who is looking for challenging assignments in a fast-paced work environment and is comfortable with interacting with leadership in a rapidly evolving organization. As a Management Analyst, you will engage with all levels of the organization to facilitate policy analysis and development, project management, and develop materials to successfully communicate policy efforts. The ideal candidate will have experience with congressional mandates, NTSB recommendations, IG audits, and GAO audits and recommendations. The ideal candidate will also have experience tracking several projects at the same time, through a variety of business analytical dashboard tools, and finding creative ways to help address more complicated and challenging recommendations.

    Qualifications

    To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

    To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

    • Experience coordinating with subject matter experts to develop and create graphics and presentations.
    • Experience in tracking, writing, editing, reviewing and finalizing projects, written and spoken communication material used to represent the organization and interpreting subject matter.
    • Experience supporting others in efforts related to mandate and audit activities, including congressional mandates, National Transportation Safety Board (NTSB) recommendations, IG audits, and GAO audits and recommendations.
    • Experience with pipeline safety program(s), objectives, and operations, both technical and programmatic, to identify interrelationships among pipeline safety, PHMSA and/or other federal agency programs.


    To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

    • Experience in policy analysis and development, project management, as well as development of products that communicate policy efforts.
    • Experience in multitasking, managing conflicting priorities, and prioritizing to meet demands in a fast-paced environment.
    • Experience addressing public inquiries, technical assistance, data analysis and visualization, Federal regulation compliance, mandate and audit activities and outcomes, grants, public communications, engagement and outreach, legislative and media inquiries, and other emerging challenges.
    • Experience with pipeline safety program(s), objectives, and operations, both technical and programmatic, to identify interrelationships among pipeline safety, PHMSA and/or other federal agency programs.
