Duties

• Participates in pre-bid, pre-construction and mutual understanding conferences to discuss principal construction features, requirements, and contract obligations.
• Observes and investigates construction at all stages to identify problems, report potential problems, and take timely action to recommend changes to solve problems.
• Prepares daily surveillance reports listing inspections performed, conversations, disputes, work accomplished, safety, and other applicable project data.
• Performs or supervises inspection of construction work to ensure construction operations are in compliance with plans and specifications.
• Maintains daily contact with contractors to coordinate plans, and objectives, to discuss possible changes, and to exchange views on construction.
• Coordinates construction activity between contractors and base utility managers and keeps project managers of using agency fully informed of all developments on the job.
• Exercises responsibility for promotion and maintenance of safety program.
• Furnishes all reports and data required for transfer of completed construction.

• This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

• This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
• This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
• This position has a Temporary Duty (TDY) or business travel requirement of 80% of the time.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
