Sentinel Transportations is looking for a dynamic Manager, Contracts & Procurement, to join our team in Wilmington, DE or Houston, TX. This role involves negotiating and administering contracts with truck carriers transporting Phillips 66 products, overseeing rate schedules, and ensuring compliance with industry standards.

Key Responsibilities:

• Contract Negotiation: Prepare, review, and negotiate contracts and amendments with suppliers, aligning with Phillips 66 and Sentinel's legal and risk standards.
• Purchasing Programs: Develop and implement purchasing programs balancing safety, HES compliance, cost, and service levels.
• RFQ/RFP Programs: Utilize third-party tools to enhance RFQ/RFP processes.
• Market Analysis: Monitor industry trends and regulatory developments for optimal supplier selection and strategic sourcing.
• Supplier Management: Collaborate with Business Reps to manage supplier relationships, conduct regular reviews, and enhance operational efficiencies.
• Cross-Functional Leadership: Lead teams to gain consensus on strategies and execute operational plans effectively.
• Data Analysis: Create models and SAP reports to validate supplier savings and track performance improvements.
• Compliance and Safety: Ensure third-party compliance with HES Assurance requirements and manage a corporate database for delivery incidents and complaints.

Requirements:

• 3-5 years in procurement and logistics, preferably with tanker or petroleum experience.
• Bachelor's degree in supply chain management, logistics, or business administration.
• Proficiency in supply chain software (Oracle, SAP Ariba, Envision) and Microsoft Office Suite.
• Strong analytical, communication, negotiation, and leadership skills.
