Information Technology Director directs the implementation and administration of information systems and equipment in accordance with organizational policies and goals. Develops internal procedures and guidelines to diagnose and resolve technical issues across different systems and technologies, including hardware, software, and networks. Being an Information Technology Director analyzes high-level business needs and researches new technologies to identify and select IT hardware and software products to support internal business processes. Evaluates methodologies, processes, and specifications of an organization's IT systems to develop an IT strategy and roadmap and ensure computer equipment, hardware, and software operate in alignment with organizational needs and standards. Main Purpose of Job
The newly created Maryland Digital Service is creating an impact for our residents changing how State government designs and delivers digital services, to reduce the risk of product failure, lower costs, ensure user privacy and system security, and, above all, improves people’s lives by putting their needs and concerns front and center. MDDS is a growing team of product managers, designers, and engineers. As a founding member of the MDDS, you will help to shape the State’s approach to technology.
We are partnering with agencies across the state to support a wide range of digital solutions and needs - from short discovery efforts to multi-year implementation. The Senior Director of Product & Platforms will materially impact high priority system development for the state, improving the lives and livelihoods of Maryland residents, businesses, and state employees. This role will consult with agency partners to define the problem or need, understand users and desired impact, and explore technical solutions.
The Maryland Department of Information Technology (DoIT) offers multiple platforms for developing forms and collecting data from the public (including Maryland OneStop, eGov, MD THINK). The Senior Director of Product & Platforms will work with engineering and design leaders to define the strategy for user engagement and data strategy across platforms, consider technical and contractual constraints, and develop a roadmap to improve experience and reduce burden for both resident and state staff.
Position Duties
● Developing and driving the overall platform strategy across various existing platforms and managing a platform roadmap that considers current contracts and fiscal impacts but is grounded in user centered design and data to inform future path.
● Supervision of product management team.
● Collaborating to triage and prioritize incoming requests and determining support model to address needs and requests from Executive agencies.
● Championing change management to help state teams move from traditional Project and Waterfall processes to Product and Agile methods.
● Leading discovery efforts to define problem, success metrics, user needs, MVP, and understanding of DoIT catalog and market products.
● Solving complex problems creatively, participating in continuous improvement, adapting to environments with a wide range of agile practice maturity, and encouraging the ideas of others.
● Leading products relating to State owned solutions or DoIT implementation (i.e. Identity solution)
● Coordinating efforts across internal teams and contractor teams to develop a strategy and deliver a product.
Minimum Qualifications
Education: A bachelor's degree from an accredited college or university in computer science, cybersecurity, information technology, software engineering, information systems, computer engineering, business administration or other related field.
Experience: Five (5) years of product management experience, including experience performing discovery and design sprints and supporting full life cycle discovery through development efforts.
Preference will be given to candidates who have one or more of the following experience/skillset.
Experience modernizing legacy systems.
Experience with no code/low code platforms.
