HRIS Manager manages and oversees an organization's Human Resources Information Systems (HRIS).   • Position Overview

    The Office of Employee Services (OES) supports the work of all school-based and Central Office staff and is comprised of the following teams:

    • The Benefits and Compensation team is responsible for the following: administering and encouraging adherence to a consistent classification grading philosophy; ensuring that DCPS administers compensation policies consistently and pursuant to relevant legislation and collective bargaining agreements; providing support to units during reorganizations, RIFs, and other periods of hire, transfer, promotion, and demotion; conducting classification reviews, administering position audits, and approving position descriptions; offering retirement counseling, guidance, and advanced planning; and administering the agency’s health, life, tax shelter, flexible spending, and supplementary benefits plans.
    • The HR Information Systems and Records Management team ensures systems data integrity, manages the data reporting function, processes personnel actions in PeopleSoft, provides position management support for schools and Central Office, provides time and labor support, and manages the personnel filing system for all DCPS employees. The team also serves as a key HR partner to external agencies like the Office of the Chief Technology Officer (OCTO), the DC Office of Human Resources (DCHR), and the Office of Pay and Retirement Services (OPRS).
    • The Employee Experience (EE) team provides all new employees with robust onboarding support and leads the development and implementation of resources, workshops, and events designed to support employee needs. EE also supports procedural compliance related to background clearance checks for DCPS employees and manages additional support functions including the Employee Services helpline, walk-in visitor reception, and employee offboarding processes.
    • The HR Systems Development team manages the design, development, and overall strategy of several technical applications managed by Central Office teams. This technical team ensures that data is accurate and integrated between systems. It seeks to use applications and their data to improve and fine-tune processes so that the agency can accomplish its work efficiently and DCPS employees are empowered to easily use these systems.
    • The Strategic Staffing team is responsible for hiring for all positions in DCPS. The team provides budgeting support, works with principals and supervisors to develop their staffing plans and personnel budgets, and works with employees, principals, and hiring managers on staffing changes.
    • The Instructional Talent Acquisition and Retention division is responsible for the recruitment, selection, and retention efforts for educational aides, related service providers, instructional coaches, and teachers. This work includes nationwide recruitment to ensure that DCPS has excellent educators who are able to serve the diverse needs of our students.

    The Manager, HRIS and Records Management is integral to the HR Information Systems and Records Management Team, responsible for managing the day to day workstreams of Time and Labor, Records Management , and Verification of Employment. The Manager, HRIS and Records Management will have a key role in executing all the workflows associated with all elements of manageing the agency-wide position framework.

    The Manager, HRIS & Records Management will report to the Director, HRIS Records Management.

    Essential Duties and Responsibilities

    The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

    • HRIS, Records Management

      • Working closely with the Director, HR Information Systems and Records Management, establishes operations goals and makes periodic evaluation of progress to determine the need for adjustments in position management strategies.
      • Determines clear performance metrics; tracks progress, and ensures success for the team in each respective workstream.
      • Collects, analyzes, and presents data for analysis and decision making.
      • Provides exemplary customer service to stakeholders by responding frequently to a high volume of telephone calls and emails.
      • Focuses on building key relationships with stakeholders across central office and in partner agencies, developing a deep understanding of the unique needs and cultures across the stakeholder group.
      • Interviews and surveys Core team members and other stakeholders to determine opportunities for improvement; researches specific issues; and develops detailed recommendations and implementation plans to resolve.
      • Identifies opportunities for collaboration with other central office teams, partner agencies, and other stakeholders.
      • Manages the HRIS team with the processing and maintenance of employee data transactions: generates HR-related reports: and responds to inquires.
      • Responsible for the time approval and performance assessments of four direct reports.
    • Position Management

      • Develops overall position creation strategy for the agency, for both central office and school-based positions.
      • Leads the management of the position management function by implementing a customer service-oriented, efficient, and high-quality approach to the position management workstream.
      • Manages the initial processing of new employees.
      • Supports and trains central office Core team members and other stakeholders to participate in all aspects of position management and within their divisions.
      • Creates, modifies, reconciles, and maintains vacancy reports.
      • Detects errors and duplications/omissions of data; and manages all position approvals.
      • Assigns jobs to position identifiers of new and existing personnel.
      • Adheres to all district laws, regulations, and guidelines, collective bargaining agreements, and position management policies and procedures.

    Qualifications

    • Bachelor's degree and four to six years of related work experience, with at least three years Human Resources experience, including experience in HRIS and Position Management.
    • Master's degree preferred.
    • Previous exposure to or experience in the education sector a plus.
    • Proficient computer skills, including Word, intermediate Excel, and database skills; strong data analysis skills; and knowledge of Salesforce and PeopleSoft a plus.
    • Practices a high level of confidentiality with a focus on building relationships with trust, authenticity, and mutual respect with stakeholders.
    • Skilled in collaborating with others and working in teams.
    • Strong organizational skills, including keen attention to detail, and the ability to set and adhere to strict deadlines.
    • Strong oral and written communication skills, and ability to communicate effectively with individuals at all levels of the organization.
    • Excellent time-management skills; ability to work in an extremely fast-paced environment, under tight deadlines, and with multiple responsibilities; and a willingness to work non-standard hours during the busiest periods.
    • Ability to learn quickly and multi-task effectively; takes initiative; and uses a can-do approach to be flexible in spotting and resolving issues in a timely manner.
    • Is punctual and reliable.
