  • SCHEDULE: Exempt. Generally, Monday – Friday 8:30 a.m. to 5:00 p.m. Additionally, the position requires an appropriate level presence and leadership for 24/7 operations, including weekends.

    JOB DESCRIPTION;

    Summary Of The Position:

    Reporting to the Vice President of Permanent Housing, the Senior Director of Housing Administration provides leadership and oversight to Pine Street Inn’s Supportive Housing Programs leasing, compliance, quality improvement and special projects for the Inn’s housing portfolio. While upholding the Inn’s mission and values, the position ensures that all of PSI housing programs are operating to support achievement of housing goals and outcomes with a focus on maximizing occupancy, streamlining access to PSI’s housing, removing administrative barriers where possible and ensuring continuous improvement in the programs operations in partnership with the Senior Director of Housing Support Services. The position requires significant visibility and positive, close collaboration between and among other agency departments and external collaborators, including funding agencies, partner housing authorities and referring providers. The Sr. Director serves as a key collaborator with Program Planning for PSI Housing projects under consideration, or under development. With supervision responsibilities for several director-level positions, the Senior Director must be available for emergency consultation as needed by the 24/7 nature of these programs.

    Functions as a member of the senior program leadership team and participates in all management level meetings including program leadership, program working group and housing planning committee. Remains responsive and supportive across departments, co-leading projects as assigned. Develops, implements and maintains, in person or by delegation, contract applications, renewals, and data collection. Ensures that all reporting to funding sources complies with all regulatory requirements. The Senior Director assists in setting policies, operating procedures and workflows in consultation with the Vice President of Permanent Housing.

    The chosen candidate will have demonstrable experience in successfully driving change and efficiency within a human services setting. Additionally the position requires strong clinical and analytical/critical thinking competencies as well as significant experience in systems development, government contracts and compliance, budget management, human resources and technology functions.

    REQUIRED:

    • Minimum of Bachelor’s Degree in a human service related field or Business Administration or equivalent experience

    PREFERRED:

    • Master’s Degree in Business Administration or Social Work

    KNOWLEDGE/EXPERIENCE:

    REQUIRED:

    • Minimum of ten (10) years’ progressive management experience, preferably in a multi-site human services setting
    • 5 years of Supportive Housing experience and/or 5 years of experience specific to Affordable Housing Programs with a residential service component
    • Working knowledge of HUD funded supportive housing programs/vouchers and experience with local and regional housing authorities
    • Successful experience leading an organizational unit of comparable size.
    • Successful experience leading broad organizational change. Experience effectively preparing for and guiding teams through broad organizational changes. Experience leading the translation of broad organizational change strategies into specific directions and goals
    • Experience working successfully with multiple internal and external partners including housing authorities, neighborhood associations and municipal staff. Demonstrable ability to negotiate new partnerships and/or needed changes to existing partnerships
    • Demonstrable experience motivating others. Ability and experience motivating team members, peers and clients/residents to achieve goals
    • A business perspective, which will incorporate the ability to utilize an understanding of the broader department/program issues and challenges to achieve desired outcomes; continuously develops ideas for positioning the department/program for long-term success. Ability and demonstrable experience in gathering data and input then formulating and implementing strategy
    • Excellent and proven leadership, supervisory and organizational skills
    • Experience supervising director-level staff and mid-level managers
    • Strong commitment to the Housing First and Harm Reduction approach, and to implementing trauma-informed care at all levels of staffing, with experience implementing models across programs
    • Experience working with people with trauma histories, substance use and mental health disorders, and with the staff who support them
    • Ability to implement new programs while maintaining quality of existing programming
    • Experience managing in an organization with significant diversity in staff and clients
    • Ability to delegate and manage a heavy workload
    • Excellent organizational, communication and interpersonal skills

    ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

    Leadership

    • Working with the Vice President of Permanent Housing, Sr. Director of Housing Support Services and members of Pine Street’s Leadership team, engage management and staff in evolving housing programs in accordance with the agency’s strategic plan, with an eye toward administrative compliance and quality improvement.
    • Develop and implement approved annual program goals and plans that focus management staff and other resources towards successfully retaining individuals who have experienced long-term homeless in permanent housing
    • Consistently identify, organize, promote and operationalize approved opportunities and innovations to advance Pine Street Inn’s mission, vision and strategic plan to end homelessness. Oversee the long-term departmental projects in collaboration with the Senior Director of Support Services and Director of Special Projects.
    • Lead management and staff in consistently delivering programming in line with the PSI Housing Philosophy, that emphasize dignity, respect and fairness in all interactions with the Inn’s guests and tenants
    • Execute an effective and supportive change management process in alignment with strategic plan priorities and projects and department priorities
    • Lead and facilitate cooperative and collaborative working relationships with all Pine Street departments, and modeling and expecting similar relationships between direct reports and other Pine Street managers
    • Serve on Pine Street Inn’s Program Leadership and Program Working Groups, to assure alignment of agency-wide services and to insure achievement of the agency’s strategic and annual goals.
    • Working closely with Operations, Program Planning, Advancement and Government Relations management staff, ensure that the Inn’s Housing Portfolio and Programs comply with all regulatory and funding expectations and requirements
    • Provide highly visible, front line leadership and participation in all Pine Street activities including but not limited to general staff meetings, human resource events, agency celebrations and commemorations, and community siting meetings
    • Demonstrate and support organizational efforts around diversity, equity and inclusion

    Housing Development

    • Provide administrative feedback and insights to the Program Planning housing development team regarding programmatic needs and opportunities for potential developments as it relates to leasing and housing administrative activities.
    • Will contribute to the development of pro forma budgets necessary for evaluating and implementing potential new housing development opportunities
    • At the request of the Chief Program Officer, VP of Permanent Housing and/or the VP of Program Planning, will represent PSI Housing at neighborhood meetings, BPDA meetings and other stakeholders meetings
    • Establish and maintain strong and collaborative working relationships with both City of Boston, EOHLC representatives, property owners, property managers and other groups involved in both pending and current PSI Housing developments which relate to housing administration and/or special projects.
    • Establish pro-active dialogue and relationships with neighborhood representatives and civic groups to assist in information sharing, outreach and trouble-shooting; the Sr. Director will represent the department as needed in high-level information gathering and problem solving
    • Will manage and/or coordinate by delegation change processes necessary to bring new housing developments on-line

    Program Oversight

    • Ensure structure and alignment of housing administration department are conducive to the provision of high quality programming and collaboration and partnership with support services for both existing and pending housing projects.
    • Manage and coordinate by delegation the tenant selection, retention and legal proceedings for the housing portfolio across 40 properties and 100 scattered-site apartments. Follow all Affordable Fair Housing Marketing Plans, Subsidy requirements and housing development funding to ensure compliance
    • Monitor occupancy in all PSI housing, addressing vacancy issues with a goal of no more than 6% vacancy at any given time across the housing portfolio. Flag and address any issues identified proactively
    • In partnership with the Finance department, manage spending and occupancy on leasing/rental assistance contracts as well as revenue from rental income, addressing any budgetary concerns proactively across the housing portfolio
    • Maintain up to date understanding of internally administered and public housing subsidies based on PSI housing, ensuring all regulatory obligations are met
    • Working collaboratively with the support services division, identify and respond to any neighborhood inquiries or concerns regarding PSI programming or building operations
    • Support the Director of Housing Operations & Property Management, ensure the consistent distribution and analysis of monthly Occupancy reports for both the CPO, VP and the Finance Department
    • Ensure that all contractual and regulatory requirements are met for property management
    • Work with the VP of People and Culture and/or the Director of Talent Acquisition to ensure PSI Recruiting is positioned to conduct successful outreach and recruitment for required qualifications and pay scales.
    • Ensure the Housing administrative teams follow required HUD and fair housing requirements; ensure all department managers and leadership familiarize themselves and staff with HUD and fair housing requirements directly relevant to their positions.
    • Evaluate and identify any high risk compliance areas and support Director of Quality Improvement to initiate process improvement in partnership with support services where indicated to develop mitigation strategies
    • Ensure effective hiring and management practices throughout housing administration including:
      • Build cross functionality among housing team members across the organization
      • Identify and build leaders within the department
      • Assure timely completion of performance appraisals and development plans.
      • Support the department’s managers in the timely hiring or qualified candidates and work with Human Resources to adjust job descriptions, compensation for new or current staff to align with best pay practices, and candidate screening and interview processes as needed
    • Coordinate, assist in writing and provide data for all applications related to housing including new contracts and renewals. Participate in policy and regulatory forums as necessary. Create and maintain policy and procedural manuals for the program. Interface with public and private funders as necessary
    • Serve as liaison with other program departments to ensure knowledge and access to PSI’s housing portfolio for guests and clients with a particular focus on eliminating operational silos
    • Where needed, create and share regular reporting on performance of Housing Administration including, but not limited to, occupancy, retention, lease up timing, revenue.
    • Monitoring qualitative and quantitative program performance, using data to inform decisions, working collaboratively with the Quality Improvement.
    • Assume additional responsibilities as requested
