Value Based Programs Operations Specialist

  • Position Overview: 

    The Value Based Programs (VBP) Operations Specialist provides operational and program support needed to develop a value-based system of care across the CBH provider network; align and coordinate the department internally; and measure outcomes of the department’s efforts, ultimately advancing the mission of the department.

    Essential Functions

    • Develop, implement, and maintain VBP communications strategy, including the development of written materials, annual reports for publication (ex. VBP Provider Profiles, VBP Model Summary), content and design of the VBP section of the Source and Provider Portal, and other VBP publications.
    • Track and ensure all VBP incentive payments and related documentation (provider letters, tracking spreadsheets) are completed timely.
    • Track and review data submissions related to Community Based Organization contracts.
    • Work closely with and in support of VBP Specialists in implementation and monitoring activities, reviewing provider performance, and monitoring VBP model outcomes.  
    • Assist in the development and organization of VBP training materials and events.
    • Provide material preparation, meeting minutes, and logistical support for the VBP department’s internal and Provider meetings, including monthly VBP Committee meetings.
    • Conduct research and provide summaries, resources, or reports upon request.
    • Serve as a liaison between the VBP Department and other departments within DBHIDS/CBH, such as Clinical Management/CMO, Quality Management, Contracts, Business Rules, Population Health, and Provider Operations.
    • Plan, research, develop, and implement special projects. 
    • Analyze trends in VBP outcomes across the provider network to further inform departmental development (as well as demonstrate departmental progress). 
    • Assist in evaluating and streamlining operations as the VBP Department continues to expand and develop. 

    Position Requirements: 

    • Education: Bachelor’s degree in Social Work, Counseling, Psychology or other related field; or Project Management degree/certification and 3 years’ experience in a behavioral healthcare setting.  Master’s degree preferred.
    • License/Certification: N/A
    • Relevant Work Experience: Minimum of 3 years operations support, program management, or program development experience, preferably within a mental health or substance use treatment setting.  
    Skills:
    • Understanding of managed care and behavioral healthcare delivery system and services.
    • Excellent administrative and organizational skills
    • Excellent research, analytical, and problem-solving skills
    • Ability to integrate data into program development
    • Ability to handle multiple assignments while meeting deadlines and quality expectations
    • Proficiency in the use of Microsoft Excel and Word
    • Excellent oral and written communication skills
    • Ability to prepare and summarize reports in a comprehensive and concise manner
    • Ability to work independently and as a part of a team
    • Compliant with HIPAA regulations

    Philadelphia Residency Requirement:

    • The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
