Fraud Prevention Manager manages a team of analysts responsible for the detection, prevention, and mitigation of fraudulent transactions. Develops cross-functional initiatives to proactively detect and prevent fraud from occurring. Program Manager - Prevention of Elder Abuse

  • We are seeking a manager who desires to be a leader in a program that supports people in tangible ways each day. The manager should be ready to lead a team of engaged professionals to support clients with varying needs. This position is responsible for providing oversight of the Prevention of Elder Abuse program including supervision of staff, case management and payee services for clients. It also involves assessing, planning, implementing, monitoring, calculating financial services for clients

    Essential Duties and Responsibilities:

    1. Staff Supervision and Team Leadership

    1. Meet regularly with department to assist with decision making, distribution of work load and communication/support with Director as needed.

    a. Collaborate as a team to discuss client issues determining best solution for client.

    2. Hiring, reviews, tools, and training

    a. Insures employees are working at the expected level communicating redirecting when needed

    b. Hires and reviews new PEA staff members with Executive Director approval

    -Conducts both 6 month and annual reviews for employees

    c. Identifies with staff tools and training needed to work with client population.

    2. Oversight of case management and representative payee processes in the interest of serving clients.

    1. Case management and intake process oversight

    a. Oversight of working with referring agency for attainment of necessary paperwork for application.

    b. Oversight of team in gathering client’s financial information, develops a budget to ensure basic needs are met.

    c. Oversight of involving client in budget development (when possible), works to protect client from perpetrators, and oversees distribution discretionary funds(travel cards or cash).

    d. Oversight of regularly contacting client, goal is weekly, and as needed.

    2. Representative payee processes oversight

    a. Regular work done with team to update policies and procedures to stay in compliance with Social Security, Veterans Affairs, and basic financial practices.

    b. Approves or signs off on all ACH transactions or checks for client accounts.

    c. Complete Social Security accounting reports in a timely manner.

    3. Communicates regularly with entire department on case management and need for adjustment of budgets; bill payments.

    4. Ensuring staff maintains and updates client files and case notes regularly in Capstone, paper files, and Representative Payee Management(RPM) software.

    3. Collaborates with other community agencies

    Works independently or collaboratively with Adult Protective Services and other community agencies, to provide appropriate community resources, public benefits and other supports to prevent further abuse and help establish physical and/or financial security for the adult.

    1. Develops and maintain a database in collaboration with community health worker of available social service agencies, community assistance providers, landlords, utility companies, etc. to provide client advocacy and referral for needed services.

    2. Works with client and completes application for public benefits services when needed

    a. Schedule appointments and if necessary, accompanies the client to appointments with the Housing Authority, Social Security Administration, Office of Public Assistance, Veterans Administration, medical doctors and other appointments as needed.

    3. Assesses new referrals concerning the well-being and safety of older or developmentally disabled adults and determines appropriate route for referrals

    4. Responds to referrals of elder abuse by referring caller to appropriate agency: Adult Protective Services, Billings Police Department, County Attorney, Private Attorney, Waiver program, etc. Follow-up with referral agency as needed.

    5. Organizes and offers public trainings on program and prevention of fraud and abuse.

    Other duties as assigned.

    Competencies:

    · Knowledge of social work including investigation and assessment skills for all referrals Thorough understanding of resources and services connected to Social Security, SSI, SSDI, Medicare, Medicaid and other social services.

    · Strong organizational skills to perform multiple tasks

    · Effective verbal and written communication skills to communicate effectively with people who have widely varied socioeconomic, racial/ethnic and educational backgrounds as well as with people who have physical, mental and communication disabilities.

    · Leadership skills to build and manage a staff team.

    · Interviewing techniques to gather information from multiple sources - such as the client, abuser, family, friends, service providers, and medical personnel – and other parties as appropriate

    · Organizational Support - Follows policies and procedures; Completes tasks correctly and on time.

    · Adaptability - Manages competing demands with ability to multi task.

    · Attendance/Punctuality - Is consistently at work and on time; Ensures work responsibilities are covered when absent; Arrives at meetings and appointments on time.

    · Dependability - Follows instructions, responds to management direction; takes responsibility for own actions; Keeps commitments; Completes tasks on time or notifies appropriate person with an alternate plan.

    · Customer Service – Responds to requests for service and assistance. Strong interpersonal communication skills

    · Ethics: Treats people with respect: ability to work empathetically with diverse people and maintain confidentiality; and interact with public and other agencies.

    Minimum Qualifications:

    Successful candidate must work well with a number of people from all walks of life, especially the elderly population, must be patient and work well under pressure.

    Requirements:

    Degree preferred

    Must be able to work in Microsoft Office 365 and Google Suite

    Must have current Montana driver’s license.

    Vehicle insurance as per organization’s requirements.

    Good driving record, vehicle in good condition.

    Must pass a State of Montana criminal background check

    Language Ability:

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from manager, clients, customers, and the general public.

    Math Ability:

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

    Reasoning Ability:

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
