Finance Manager manages the daily financial activities and functions for an organization including accounting, budget, credit, insurance, tax, and treasury. Ensures all financial operations are in compliance with governmental rules and regulations. Being a Finance Manager forecasts and manages a cash flow that meets the needs of the company. Provides guidance to managers in financial reporting objectives and standards to ensure accurate, compliant and useful financial reporting is produced. Additionally, Finance Manager oversees the budget process and works with managers to produce and manage effective budgets. Acts as an advisor to management on regulations and other matters that may impact the financial activities of the company, engaging with outside consultants if applicable. Requires a bachelor's degree. Typically reports to a senior manager or director. The Finance Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Finance Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     We are seeking a Credit Approval Manager and in this role you will be responsible for the following:

    • Provide oversight and supervision in analyzing and underwriting all IHFA affordable housing loans. Assist as needed with the analysis of project feasibility and the underwriting of loans in accordance with established Association guidelines. This is inclusive of existing and/or new lending products that IHFA would provide to owners of affordable housing projects.
    • Provide support for HUD permanent loan products for multifamily projects. This includes the HUD Risk Share loan program as well as the Federal Financing Bank’s permanent loan program.
    • Coordinate within IHFA, HUD, and the FFB on the closing of loans through the respective permanent financing programs.
    • Coordinate with IHFA Servicing and Compliance on all loans that are existing and new loans originated to ensure proper servicing and compliance of the projects is achieved.
    • Approve construction management and draw on IHFA affordable housing loans.
    • Provide oversight management of the Build Idaho Loan fund with approximate balance of $200MM.
    • Work with other lenders, equity investors, legal counsel, and developers to manage the process to approve and close various IHFA loans for multi-family and charter school facilities.
    • Manage the process of reviewing title commitments, ALTA surveys, appraisal reviews and document preparation for various IHFA loans.
    • Work with Project Finance VP on Bond process and issuance.
    • Maintain effective, positive, productive, professional, customer-service-oriented external and internal relationships between Project Finance Department staff and grantee-stakeholders, including HUD, IDOC, ILAS, and IFHC, fostering effective grant applications and resource coordination.
    • Represent Association programs and foster community awareness of and support for IHFA’s programs
    • Participate in IHFA’s Management Team, representing all lending aspects, ensuring internal collaboration, and supporting and participating in determining and achieving departmental and organization annual goals.
    • Participate on IHFA Project Finance Committee, ensuring timely, thorough, and accurate application presentations annually in coordination with LIHTC, HOME HTF and any other sources, to maximize joint resources allocation and application of IHFA resource allocation policies.
    • Provide credit review and approval of all projects with LIHTC, Work Force Housing, HOME/HTF, City of Boise, Charter School and other entities providing funds to multi-family projects.
    • Supervise and ensure appropriate professional development and training for staff to ensure technical proficiency and effective and professional community collaboration utilizing personal development plans and performance evaluation processes.
    • Coach and lead staff to establish highest standards of professionalism, proficiency, and internal and external customer service
    • Supervise when appropriate on-going efforts to receive new grant sources through review and submission of applications for new funding opportunities.
    • Work with other various entities providing technical assistance and underwriting for various projects. Work Force Housing, Charter Schools and the Build Idaho Loan funds.

    Requirements

    • Graduate of an accredited four-year college or university with a degree in a related field is desirable and/or minimum of 10 years of experience in real estate lending and/or underwriting of income property loans. Knowledge of real estate law, analyzing financial statements, construction lending, title insurance and government loan programs is highly desirable.
    • Verifiable expertise in all of the following: organizational planning and budgeting processes; evaluating and/or administering programs with federal guidelines, preferably relating to affordable housing, and interpreting regulations into procedures; supervising administrative functions including providing technical assistance to partner entities, designing and producing complex data collection and reporting systems including activity and production reports; financial accounting and disbursement authorization functions, stakeholder performance monitoring and contractual oversight; coaching and leading staff with a variety of skill levels, utilizing effective time management skills; communicating effectively both orally and in writing; communicating and collaborating with local officials and stakeholder executives; and leading or contributing to community collaboration initiatives
