The Facility Maintenance Technician maintains, troubleshoots and repairs facilities mechanical components and electrical systems in accordance with SOPs (standard operating procedures), internal requirements, manufacturer's specifications and safety policies. Performs skilled maintenance and repair of complex mechanical, electrical, HVAC, and other physical structures. Being a Facility Maintenance Technician recommends purchase of maintenance tools, equipment and supplies as required. Develops, maintains and secures a spare parts inventory of basic maintenance hand and power tools. In addition, Facility Maintenance Technician assists engineers in developing methods and procedures to improve facility efficiency and work flow. Oversee and review the work of lower-level technicians. Requires a high school diploma. Typically reports to supervior or manager. Being a Facility Maintenance Technician works under moderate supervision. Gains or has attained full proficiency in a specific area of discipline. Working as a Facility Maintenance Technician typically requires 1-3 years of related experience, or may need 0 years of experience with additional specialized training and/or certification.     Assistant Contract Maintenance Manager

    Job Summary

    FSI is looking to hire an assistant contract maintenance manager to join our team. This position will be responsible for the performance of the facility work at the Bolling Clinic. The Assistant CMM will be on-site during normal duty hours (currently Monday-Friday, 0730 to 1630).  After normal duty hours, the ACMM shall respond to the MTF for situations requiring their presence on-site within (1) one hour. The ACMM is responsible for all FSI corrective and preventive maintenance activities at the MTF on Joint Base Anacostia Bolling. This is a “one-deep” role requiring completion of Preventive and Unscheduled Maintenance; additional manpower is available from JB Andrews to support completion of the work. This position will also have full authority to act for the contractor on all service order matters.

    Essential Duties and Responsibilities Performs other duties as assigned.

    • Responsible for support staff coordination and ensuring required supervision of Contractor personnel during normal and other-than-normal duty hours.
    • Attend all meetings that involve interests or support as related to PWS when representation is requested by another base activity.
    • Ensure that all employees are properly trained and licensed, if required, prior to their appointment to a position or prior to operating equipment associated with a position.
    • Ensures required training is completed as specified in the PWS.
    • Ensures that proper maintenance is performed, and that all applicable Security Control Plans are followed.
    • Responds to Government requirements which occur throughout the life of the contract, including contract requirements for data accumulation and submission.
    • Directs and supervises all divisions of labor and the overall contract management.
    • Shall provide project management for Sustainment, Restoration, and Modernization (SRM) unfunded requirements and funded IDIQ projects for medical facilities.
    • Planning, researching, and coordinating the requirement and project activities to ensure contractual obligations are accomplished.
    • Review service order quotes or plans to determine the project time frame, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
    • Confer with subcontract project staff to outline work plans and assigned duties, responsibilities, and scope(s) of authority,
    • Lead project coordination meetings with end users and FM staff, various mid to high level government staff and contractors.
    • Develop Scopes of work and request for proposal documentation
    • Develop and maintain monthly requirements and submit status reports.
    • Modify project schedules, plans, and assigned personnel as required.
    • Confer with project personnel to provide technical advice and resolve any issues throughout the project duration.
    • Coordinate with applicable base authorities to ensure proper/required permitting and documentation is provided for approval prior to execution of work.
    • Provide technical guidance to assist Facilities Management and upper-level staff for construction and facilities management related activities.

    Education and/or Experience

    • Shall be technically qualified in the field of Healthcare Facilities Management and Construction and shall have three (3) years of experience in medical business occupancy facility operations and maintenance and/or renovating medical buildings including the supervision of a diversified workforce responsible for operations, maintenance, and repair of building infrastructure systems.
    • Shall be familiar with the various codes and standards applicable to the O&M tasks covered by the PWS, TJC, NFPA, EPA, and OSHA codes and standards.
    • The ACMM shall have experience in at least one of the following trades: HVAC, electrician, or plumbing, and an ACMM with a HVAC skilled-trade certification or license, is desirable.
    • The ACMM shall provide for hands-on repairs that they can perform.
    • The ACMM shall have and maintain the 14-hour Asbestos Training that is Type 2: Special O&M Training. This employer provided training and certification shall be completed within the first 90 days of employment.
    • An American Society for Healthcare Engineering (ASHE) Certified Healthcare Facility Manager (CHFM) is desirable.
    • Should also have experience in bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance, and project close-out.
    • Shall be reachable, by the Facility Management staff, by cell phone 24/7/365.
    • Will be experienced in the supervision of a diversified work force responsible for operations, maintenance, and repair of medical facility systems to include Energy Center operations.
    • Will have the 10 Hour OSHA General Industry Training Certification and/or the 30 Hour OSHA Construction Safety & Health Training Course.
    • Must possess and maintain a valid driver’s license and have an insurable driving record.
    • Must be able to pass a background check and have the ability to obtain and maintain NAC/LAC clearance after hire.
