Executive Compensation Manager is responsible for the analysis and administration of executive compensation programs, annual and long-term incentive programs, and deferred compensation plans. Provide consultation on executive compensation matters to senior executives and human resources. Being an Executive Compensation Manager oversees the preparation of compensation data for proxy disclosure and compensation committee meetings. Assists executive directly or engages/manages outside consultants with tax matters related to compensation. Additionally, Executive Compensation Manager directs the salary survey process and evaluates market data for executive positions. Requires a bachelor's degree. Typically reports to top management. May require Certified Compensation Professional. The Executive Compensation Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     This position is responsible for the administration, planning, development, and direction of airport operations. Duties include lease negotiation, fiscal management, development of commercial and private aviation, planning of present and future airport activities and day-to-day operations, maintenance, and administration/management supervision. Receives direction from the Community and Economic Development Director. Exercises direct supervision over supervisory, professional, technical, and clerical staff.

    Responsibilities

    Essential Job Functions:

    • Negotiate leases for city owned property.
    • Recruit new business and air travel to the airport.
    • Responsible for employing the airport in the most positive way to expand and grow the regional economy, including establishing commercial air service. 
    • Apply for and coordinate federal and state grants for capital improvements and maintenance of airport facilities and equipment.
    • Responsible for updating and implementing the Airport Layout Plan.
    • Responsible for enhancing airport revenue to offset expenditures.
    • Provide direction and guidance related to short and long term airport development.
    • Oversee the daily maintenance of airport facilities.
    • Select, train, motivate, and evaluate airport personnel.
    • Responsible for preparing and administering the airport budget.
    • Negotiate, resolve, and respond to difficult, sensitive, and controversial issues, including citizen inquiries and complaints.
    • Perform related duties and responsibilities as required.
    • Conduct all business attraction, retention, facility capitalization, and economic development issues as required by Community and Economic Development Director.
    • Participate in safety and risk management activities; take action to reduce liability to the city. 
    • Attendance and punctuality are essential functions of this position.  Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
    • Perform other related duties as required/assigned

    Qualifications

    Education and Experience Requirements:

    • A minimum of six years of experience in airport operations/management/economic expansion, including experience in lease negotiation and fiscal management, business administration, or a related field; FAA regulations, grant submission and oversight; part 139 class 1 airport with an index B; and experience with TSA Airport Security Coordinator (ASC) responsibilities.
    • Requires Bachelor’s degree in aviation/airport management, business administration or related field.
    • An equivalent combination of the above stated work experience and education is acceptable.

    Special Requirements:

    • Airport Security Coordinator certification required. 
    • Pilot’s license desired. 
    • AAAE accreditation desired. 
    • Possession of, or ability to obtain, an appropriate, valid Utah driver's license.
    • Employee is required to complete NIMS IS100, IS200, ICS300, IS700, IS800, IS701, IS703, IS775, IS801, IEMC course(s), and position specific ICS courses based on assignment within one year of hire.
