    Stellar Solutions is seeking a Systems Engineer with operations enterprise expertise to provide Systems Engineering and Technical Advisory (SETA) services in Las Cruces, NM.  You will remotely support the government’s operations headquarters for enterprise requirements and assist the local site government in addressing strategic issues (e.g., policies, concept of operations) and tactical concerns (e.g., near-term schedules, testing, transition). 

    Role/Responsibilities/Qualifications

    Stellar is seeking an experienced professional with impeccable interpersonal skills, contract analysis and systems engineering skills. This position provides a true enterprise flavor providing travel to all customer locations! 

     

    Responsibilities include: 

    • Support government staff to execute systems engineering and integration (SE&I) activities across the operations enterprise
    • Serve as an enterprise subject matter expert for assessing and presenting analysis of Cost Analysis Management Tool (CAMT) data to support budget planning, acquisition planning, and data calls
    • Assist the government with strategic planning efforts to address challenges and opportunities
    • Work with SE&I teams to execute site system engineering process; oversee site processes used to document and manage mission system baselines to accommodate mission growth
    • Engage with System Program Offices (SPO) to integrate various mission systems into a ground-based architecture;ensure the delivering organization understands site integration needs and processes
    • Represent government’s interests at various forums; provide analysis and recommendations to multiple government customers
    • Travel: 20% including OCONUS

    Required:   

    • Must be a US Citizen
    • Active TS/SCI with CI polygraph in the last 10 years
    • Bachelor’s degree in science, technology, engineering, or mathematics (STEM)* and thirteen (13) years or more experience; or master’s in STEM field and eleven (11) years or more experience. (*contract requirement)
    • Knowledge of GEOINT and SIGINT overall space and ground architecture
    • Experience with government budget lifecycle and contracts management
    • Full system engineering life cycle expertise. Experience with architecture, CONOPS, requirements development, IV&V, integration, O&M, etc
    • Technical knowledge of mission systems; familiar with space vehicle mission planning and command and control systems, ground communications, and mission data processing systems
    • Ability to work independently to support multiple government customers and large, complex projects to address organization’s needs
    • Self-starter that anticipates and addresses customer requirements without supervision; expert at defining solutions for broad, abstract topics
    • Polished communicator (written/verbal), impeccable interpersonal skills and personal judgment
    • Master at collaboration and coordination with multiple stakeholders -- consensus builder

    Desired: 

    • Real-time operations experience as a GEOINT or SIGINT spacecraft operator, spacecraft engineer, or ground systems operator; familiar with space operations and policies
    • Experience with Cost Analysis Management Tool (CAMT)
    • Familiar with Digital Engineering/Model Based Systems Engineering (MBSE), Agile development, cloud technologies, government technical standards

    Deliverable(s)

    Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government. The nature of the work will, at times, require a quick response to stringent deadlines and always in a high quality, professional manner.
