Implements policies and procedures to maintain, enhance, and secure an organization's technology infrastructure. Additionally, Enterprise Infrastructure Director is responsible for monitoring the systems to ensure the highest level of infrastructure performance. May assist in network interface planning, hardware resource availability, and the development of new applications. Requires a bachelor's degree. Typically reports to a director. The Enterprise Infrastructure Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Enterprise Infrastructure Director typically requires 3+ years of managerial experience.     Job Description

    LCG is actively seeking an innovative and forward-thinking Enterprise Architect to join our dynamic team supporting the United States Department of Health and Human Services. 

    In this pivotal role, you will proactively guide service delivery teams through various transformation and optimization initiatives. Your expertise will be vital in aiding the formulation of IT Transformation strategies and will be instrumental in helping our customers achieve targeted mission outcomes, including cost optimization, risk mitigation, and improved sustainability. You will be at the forefront of federal Health IT missions, focusing on shaping and enhancing the enterprise architecture of our client organizations. 

    Essential Duties and Responsibilities:

    • In collaboration with Infrastructure Operations, conduct a thorough analysis of the agency's current and future IT infrastructure to identify critical gaps and opportunities.  

    • Use this analysis to recommend solutions for continuous improvement and to develop comprehensive IT roadmaps. These roadmaps should highlight the potential of the existing IT landscape to evolve and contribute to the future-state business capabilities around ecosystems and digital platforms. 

    • Evaluate the current-state application portfolios to identify deficiencies through the aging of the technologies used by the application or misalignment with business requirements. 

    • Collaborate with the O-CIO and IT leaders to create the optimal EA organizational design for driving mission outcomes and involve the participation of all teams supporting the agency.  

    • Promote a collaborative environment across the IT, stakeholder communities, and delivery teams by fostering decision-making within the established minimal viable architecture framework, maintaining alignment, integration, and coordination of architectural activities across various evolving programs, projects, and products. 

    • Ensure consistency with Agency (NIH/HHS) enterprise architecture guidelines and leverage shared technologies, tools, and processes, thereby accelerating speed to value and time to market. 

    • Assist the Systems Security Officer (ISSO) in ensuring architectural compliance and support initiatives for enhancing system security. 

    • Coach and mentor team members and business stakeholders to instill architectural thinking. 

    • Works closely with the program management office (PMO) or project management office to ensure the execution of plans corresponds with what is being promised throughout the project or product lifecycle. 

    Skills and Competencies: 

    • Excellent interpersonal skills; ability to forge strong, collaborative relationships across a diverse range of stakeholders. 

    • Exceptional analytical, planning, and organizational skills with a knack for understanding and navigating the political landscape of the enterprise. 

    • A forward-thinking mindset with a consulting approach to drive digital business strategies. 

    • Fluent in business language with outstanding written and verbal communication skills; able to effectively present new ideas to both technical and non-technical audiences. 

    • Unbiased towards specific vendors or technologies, focusing primarily on achieving targeted business outcomes. 

    • Comprehensive understanding of Federal IT Governance, Enterprise Architectures (FedCiv, FedHealth), IT Policies, Directives, Mandates, and Cybersecurity guidelines (CIO.GOV). 

    Credential Requirements: 

    • Master’s or bachelor’s degree in business, computer science, computer engineering, electrical engineering, system analysis or a related field of study, or equivalent experience. 

    • Eight or more years of business experience in strategic and operations planning and/or business analysis or experience as an enterprise architecture consultant. 

    • Comprehensive expertise in the HHS EPLC/NIH Technology Landscape and deep familiarity with the underlying business strategies and systems pivotal to the agency's mission.  

    • Proficient in business architecture software such as Sparx Systems Enterprise Architect and Visio. 

    • Certification or extensive experience with Federal Enterprise Architecture Framework (FEAF) and Open Group Architecture Framework (TOGAF) is required. 

    • A strong understanding of the Federal Information Security Management Act (FISMA), Federal Risk and Authorization Management Program (FedRAMP), and Authority to Operate (ATOs) is required.
