    Central Connecticut State University invites applications to join the Human Resources Department as a full-time Director of Employee and Labor Relations. We seek applicants who will serve as a senior administrative official responsible for management of a broad range of professional human resource and labor relations functions in a complex, unionized, public sector employment environment.

    Position Profile


    Reporting directly to the Chief Human Resources Officer, the Director assists in the management of employee and labor relations programs and services to the University. This position facilitates relationships with employees, union leadership, and other stakeholders and fosters a work environment that is responsive and supportive. The successful incumbent’s duties will include but are not limited to the following; performs labor contract administration; assists with the administration and interpretation of collective bargaining agreements and provides advice and recommendations to managers and supervisors on specific personnel actions to be taken and proper human resource management; mediates and resolves complex labor issues; conducts investigations, including, but not limited to concerns regarding employee performance and/or conduct, employee complaints, and disciplinary investigations; assists in the investigation and processing of union grievances, including conducting grievance conferences with university and union officials and responds as appropriate; prepares and presents the University’s case at grievances heard by the State’s Office of Labor Relations.


    Knowledge Skills and Abilities

     

    Considerable knowledge and demonstrated ability to interpret and apply laws and regulations applying to employment, benefits administration and labor relations; demonstrated ability to administer and interpret collective bargaining agreements; including the management of discipline and grievances under those agreements; demonstrated ability to direct and perform the profession-based fields of human resource administration, including recruitment, training and development, compensation and benefits administration, payroll administration, and accommodation of workers with disabilities; considerable knowledge of and ability to use human resources information systems and other computerized platforms, software and technologies; demonstrated success working in a unionized environment with multiple collective bargaining agreements; demonstrated superior written and oral communication and interpersonal skills including the ability to relate and work collegially, constructively and effectively with a variety of stakeholders, groups and individuals, as well as the ability to work independently.

    Required Qualifications:

     

    Education:


    All applicants must possess a Bachelor’s degree from an accredited institution.


    Experience and Training:

     

    Minimum of seven (7) years of professional experience in the practice of human resources and labor relations management in a unionized work environment.


    Substitution allowed: Juris Doctorate degree from an accredited institution may be substituted for three (3) years of professional experience.
