  • What You Will Do

    Reporting to the Infrastructure Program & Planning Office (IPPO) Senior Director in the Associate Directorate for Infrastructure and Capital Projects (ALDICP), the Program Director will provide leadership and strategic planning for the LANL Operations and Maintenance portfolio(NA-91 - Office of Infrastructure Life Cycle Management).

    The IPPO Operations and Maintenance Program provides the operations and maintenance funding of the Laboratory's nuclear, high explosive, and other specialized weapons facilities-and of their supporting infrastructure. As the Program Director, you will work with senior management and facilities operations leadership, as well as IPPO Program Managers to develop long-range operations and maintenance plans and associated budgets to ensure our critical weapons facilities are ready to support current and future mission and deliverables.

    You will also be responsible for working with the Senior Director to set strategic direction for and steward an annual portfolio of approximately $600M. The principal customer base for this program area is the NNSA Office of Infrastructure Life Cycle Management (NA-91).

    You will team with the Senior Director to provide leadership, vision, strategic and tactical planning, and overall direction for executing the IPPO Operations & Maintenance Program, which has both Laboratory-wide and NNSA complex-wide impact. You will also assume direct line management responsibility for the IPPO Operations & Maintenance Program Manager staff (~10). You will function as the recognized authority and primary interface for the IPPO Operations & Maintenance portfolio by integrating planning and execution efforts with LANL indirect programs, LANL weapons programs, other direct programs, and line executing organizations. You will prepare and present proposals and recommendations to various management and integration groups, and you will develop and maintain strong partnerships with various DOE and NNSA. This responsibility includes strategizing with and directly negotiating with LANL senior leaders in support of Laboratory and Weapons Program missions.

    Program Management

    Demonstrated expert level knowledge as a senior leader in all aspects of program or project management, technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

    Technical Experience

    Demonstrated expert level knowledge as a senior leader in the technical or operational discipline of the assigned portfolios and partnering, implementing, and providing guidance for governmental regulations related to technical or operational work of assigned portfolios.

    Leadership

    Strong demonstrated leadership experience in management, supervision, and development of assigned employees. Demonstrated expert level knowledge as a senior leader in partnering, implementing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.

    Collaboration

    Demonstrated experience as a senior leader in developing and nurturing effective executive-level external and internal customer relationships. Demonstrated consultative experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts. Demonstrated ability to resolve cross-organizational/project conflicts. Demonstrated ability to make and implement cross-cutting decisions that support organizational and institutional goals. Demonstrated capability in successfully developing customer relationships.

    Operations

    Knowledge of conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs. Ability to understand problem areas, assess alternative solutions, and support actions to be performed on problems affecting operations management. Understanding of current business trends. Experience with facility management and infrastructure programs, particularly in the areas of maintenance, construction, and project management. Demonstrated professional-level knowledge of facility operations processes to include mechanical, electrical, pneumatic, HVAC/refrigeration, conveyance, and BAS systems.

    Maintenance

    Knowledge of and experience with facility management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects, and upgrades and renovations. Knowledge of facility policies and procedures including government regulations affecting facility maintenance and management. General knowledge of legal requirements and environmental impacts affecting facility maintenance and administration.

    Communication

    Demonstrated excellent oral and written communication and presentation skills.

    Clearance

    Ability to obtain a DOE Q clearance.

    Education/Experience:

    Position requires a bachelor's degree from an accredited institution and 15 years related experience; or an equivalent combination of education and experience directly related to the occupation.

    Desired Qualifications:

    • Master's degree in Engineering, Mathematics, Business, or related technical field preferred
    • Working programmatic knowledge of the NNSA NA-90 Program
    • Experience in a facility operations role
    • Experience and ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics
    • Knowledge of and experience with facility management including systems engineering design and maintenance, configuration management programs, work control, facility control systems, and upgrades and renovations
    • Knowledge of the functional areas, business strategies and the mission and goals of LANL or a similarly complex operating facility and programmatic operation
    • Demonstrated experience and understanding of the following aspects of operations management as applied to a Moderate Hazard Facility: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, project management
    • Demonstrated successful experience interacting/interfacing with the Department of Energy program offices, programmatic secretarial offices, NNSA sponsors, and the NSE community
    • Prior change-of-station, line-management, or program management experience
    • Active clearance preferred

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.     Additional Details

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2.     Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.     Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
