Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     JOB DESCRIPTION

    Brownsville Community Improvement Corporation (BCIC) is seeking a community development professional with a willing commitment to enhance the economic, social, and cultural well-being of the Brownsville community. Under the general supervision of the President/CEO, the Community Development Manager is responsible for planning, coordinating, and implementing programs and activities that promote economic development and community growth in the City of Brownsville. This role involves working with local businesses, government officials, community organizations, and residents to improve the community's quality of life and economic health.

    The ideal candidate must be a detail-oriented, self-motivated, and result-driven individual who is flexible, well-organized, and able to communicate effectively in English and Spanish. The Community Development Manager takes a proactive role in analyzing trends and economic markets, developing strong working relationships with key industry leaders, and assisting in developing presentations, tours, and implementing the BCIC’s Strategic Plan, which is updated and evaluated periodically in support of Brownsville, TX’s evolving economic needs.

    ESSENTIAL JOB FUNCTIONS AND OTHER IMPORTANT DUTIES

    1. Program Development and Management:

    • Develop, implement, and manage community development grant programs and projects that align with the corporation’s strategic goals.
    • Identify and pursue funding opportunities, including grants, to support development initiatives.

    2. Grant Funding Administrator

    • Prepare and manage databases for grant and project reports.
    • Makes presentations to the Board of Directors and City Commission on behalf of the grantee's funding requests.
    • Work with grantees to ensure timely achievement of project goals and deliverables.
    • Maintain and update project funding agreements and related documents.

    3. Stakeholder Engagement:

    • Build relationships with local businesses, government officials, community organizations, and residents.
    • Serve as a liaison between the economic development corporation and the community to ensure effective communication and collaboration.

    4. Project Coordination:

    • Oversee the planning, execution, and evaluation of community development projects.
    • Ensure projects are completed on time, within budget, and meet desired outcomes.

    5. Research and Analysis:

    • Conduct research on community needs, economic trends, and best practices in community development.
    • Analyze data to inform decision-making and program development.

    6. Outreach and Promotion:

    • Develop and implement outreach strategies to engage the community and promote development initiatives.
    • Coordinate marketing and promotional activities, including public events, to raise awareness of the corporation’s programs.

    7. Reporting and Documentation:

    • Prepare and present reports on program progress, outcomes, and impacts to the Executive Director, Board of Directors, and other stakeholders.
    • Maintain accurate records of all community development activities and funding sources.

    8. Compliance and Policy:

    • Ensure compliance with local, state, and federal regulations related to community development and economic development initiatives.
    • Develop and update policies and procedures to support effective program management.

    9. Leadership and Supervision:

    • Supervise and mentor community development staff and volunteers.
    • Provide leadership in the development and implementation of the corporation’s strategic plans.

    WORKING CONDITIONS

    • Attends and represents the BCIC at certain events, meetings, and conferences.
    • Attend events on evenings and weekends.
    • Travels and stays overnight outside the city and state, as required.
    • It may require working extended hours, evenings, and weekends at various times.
    • Comply with all requirements stipulated by the Texas Open Meetings Act (“TOMA”).
    • Update job knowledge by participating in educational opportunities provided by the International Economic Development Council, Texas Economic Development Council, or any other relevant institution.
    • Must establish and foster a great culture of teamwork, innovation, and creative thinking amongst the organization team.

    REQUIRED QUALIFICATIONS

    • Bachelor’s degree in Urban Planning, Public Administration, Business Administration, or a related field (Master’s degree preferred).
    • Minimum of 3-5 years of experience in community development, economic development, urban planning, or a related field.
    • Strong project management, communication, and analytical skills. Ability to work collaboratively with diverse stakeholders.
    • Familiarity with community development principles, economic development strategies, and funding sources.
    • Proficiency in Microsoft Office Suite, grant writing experience, and local government operations knowledge.

    PREFERRED QUALIFICATIONS:

    • Experience in managing community outreach programs.
    • Knowledge of local, state, and federal economic development programs and resources.
    • Strong leadership and team-building skills.

    Valid Texas Driver’s License

Bilingual required.

    MENTAL REQUIREMENTS

    Requires performing specialized technical or entry-level professional work requiring a general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.
