  • Job Overview:

    The Communications Director (hereinafter referred to as “Director”) is responsible for directing the overall management of the York County PSAP. Directs a Next Generation 9-1-1 emergency telephone system and consolidated emergency communications center responsible for dispatching all local law enforcement, fire, and medical services (EMS) within York County. Responsible for the maintenance of all communications equipment and the coordination for integration of telephone, computer, and radio systems. Responsible for all administrative functions of the PSAP. This includes all financial and personnel management, and the supervision of communications personnel and preparation/administration of the communications budget.

    The Director is a trained CTO and acts as the agency’s CTO Coordinator. The Director is responsible for representing the agency’s TAC and LASO. The Director is highly knowledgeable of and adheres to the terms of the York County PSAP Standard Operating Procedure (SOPs) manual and management in developing new policy/procedure and keeping it current. Demonstrates strong leadership and management abilities. Endorses a team environment.

    Job Responsibilities:

    Responsibilities may include, but are not limited to, the following:

    • Demonstrate comprehension of the specific training and supervisory liability issues related to overall PSAP operations.
    • Ensure the accurate reporting and documentation of records for which they are responsible.
    • Is responsible for the overall management of the York County PSAP and its designated functions. Establishes strategic planning initiatives and develops operating policies and procedures in conjunction with the 911 mission, goals, and objectives for law enforcement services, fire services, and emergency medical services. Performs statistical and quality analysis to evaluate 911 operations.
    • Is the primary liaison for the York County PSAP with all local, state, and federal agencies, as well as the public.
    • Develop, coordinate, and supervise all personnel as appropriate, as well as engage in professional development of personnel in accordance with PSAP needs and requirements.
    • Responsible for the selection and purchase of communications center equipment as well as coordinating needs with other departments as necessary or as required by the PSAP.
    • Responsible for creating, developing, and implementing PSAP policies, procedures, and protocols.
    • Responsible for quality assurance on PSAP operations and records to ensure alignment with PSAP policies, procedures, and best practices.
    • Oversees and evaluates Communications Division response to all calls for emergency services. Works with first responder agencies to develop and implement plans for improving emergency response through procedure or technology. Works toward standardization of communications procedures and equipment.
    • Responsible for specified administrative and employment functions, i.e., completion of personnel evaluations, assignment of schedules, recognizing opportunities for personnel development, identifying where performance improvement is needed, disciplinary actions, etc.
    • Responsible for the preparation and monitoring of the Communications budget:
    • Prepares detailed reports, briefings, presentations, and publications in support of all communications functions.
    • Drafts and presents the Communications budget to the JCA Board and Board of Commissioners.
    • Approves expenditures and monitors such expenditures to ensure that are within budget guidelines.
    • Develops long-range financial and capitol plans for the Communications Division.
    • Demonstrate fiscal responsibility and work within the specified parameters as directed by the PSAP.
    • Encourage and support the highest quality of workplace team interaction and behavior. This should include, but may not be limited to: Safety, Peer support, Inclusiveness, Respect.
    • Demonstrate comprehension and application of diversity awareness with both internal and external customer interactions, ensuring an active commitment to equality in accordance with the PSAP written directives.
    • Remains current on developments in the field of public safety telecommunications, and 911 technological advancements.
    • Is responsible for testing applicants, interviewing job applicants, and making hiring decisions. Is responsible for scheduling personnel, assigning job related responsibilities, reviewing, and evaluating job performance standards. Is responsible for employee relations in promotions, demotions, disciplinary and exemplary actions within the PSAP.
    • Coordinates and oversees the orientation, on-the-job training, and certification of PSAP staff. Develops programs to address changing procedures and technology.
    • Coordinates procedures and services with surrounding counties.
    • Coordinates public requests for YC911 audio/written records.
    • Is responsible for the operation and maintenance of communications equipment and compliance with FCC regulations.
    • Responds to complaints regarding PSAP operations. Includes speaking with complainant(s), reviewing the incident/audio, reviewing policy and procedure, administrative investigation, and possible disciplinary actions.
    • Performs other duties as assigned by the JCA Board or Board of Commissioners.

    MINIMUM REQUIREMENTS

    • Must have a minimum of seven years’ experience as a public safety telecommunicator and meet the minimum requirements of the position (see Job Description – Communications Officer). Ten years’ experience is preferred.
    • Must have a minimum of three years supervisory experience.
    • Must meet the minimum requirements of the position of Communications Training Officer (see Job Description – Communications Training Officer).
    • Shall possess knowledge of principles, practices, terminology, and program management of functional communications systems related to public safety.
    • Shall acquire subject matter expertise in the assigned function and activities in the PSAP, including but not limited to, laws, rules, regulations, ordinances, procedures, and technical operations.
    • Shall possess excellent problem-solving skills inclusive of the ability to read and speak in a clear and concise manner as well as the ability to educate, counsel, and motivate personnel.
    • Shall understand personnel management principles and their application in the supervision, selection, training, discipline, and performance evaluation of employees.
    • Shall possess excellent oral and written presentation and documentation skills in accordance with PSAP needs and requirements.
    • Shall possess the ability to establish and maintain effective working relationships with employees, external agencies and stakeholders, and the public.
    • Shall possess the ability to mentor, coach, and professionally develop all personnel.
    • Shall possess the ability to organize, facilitate, and manage PSAP projects as related to the operations of the communications center.
    • Shall possess the ability to foster team building across all personnel.
    • Should be knowledgeable of industry changes, developments, and issues as they relate to the daily operations of the communications center.
    • Should be able to analyze situations and problems, identify alternative solutions and take appropriate actions under general policy guidelines.
    • Must be able to obtain and maintain the following licenses and certifications within the first year of promotion.
    • APCO Communications Center Supervisor Course that includes:

    • FEMA ICS-300 and 400 Course
    • Possess an associate or bachelor’s degree in a related field of study or complete an advanced public safety leadership course, such as NENA Center Manager Certification Program (CMCP), NENA Emergency Number Professional (ENP) or APCO Registered Public-Safety Leader (RPL) within first year of promotion.
    • Twelve (12) hours of continuing education and/or recertification requirements annually.
    • Director shall complete and maintain mandated training and certifications.
    • Participate in additional administrative and leadership training related to the responsibilities of the position in accordance with PSAP policies, procedures, and protocols.
