Communications Director directs an organization's internal and external communications strategies and programs.     Description Of Job

    POSITION SUMMARY:

    This position plays a critical role within the Department, shaping how the Department is perceived by both internal and external stakeholders and effectively communicating the message to the broader public. It performs professional work in planning, organizing, directing, and managing strategic internal and external communication initiatives.

    Conceptualizes develops and implements comprehensive and multi-faceted community relations, public relations, social and digital media, resident outreach and engagement, public information, crisis, and emergency communication programs.

    This position is responsible for developing, promoting, and maintaining the department's positive image and brand to build trust and drive awareness. It also facilitates transparency and two-way communication between the department and its varied constituencies.

    Specific Duties Include But Are Not Limited To

    • Strategic Communication: The primary purpose of this position is to develop and execute communication strategies that align with the Department’s mission, vision, and goals as outlined by the State Treasurer. This involves determining key messages, target audiences, and the most effective channels for delivering those messages. Promote short and long-term projects that create greater transparency within the Department as well as state government as a whole. Manage website, including content. Direct Department social media activity. Develop and present information to town halls, conferences, workshops, one-on-one meetings, legislators, members of the media, and the broader public. Prep and staff the State Treasurer for all public appearances and media interactions. Drive the State Treasurer’s department goals forward in both external and internal communications.
    • Media Relations: The media relations department is the primary point of contact for all media inquiries. The position is responsible for building and maintaining relationships with key stakeholders and promoting statewide campaigns about its priorities. The position coordinates the Great Colorado Payback campaign, including video production, digital marketing, events, and statewide media placement.
    • Brand Management: Partner with division directors and program managers to improve Department brand image and reputation. In Partnership with the Program Directors, create logos, themes, etc., to promote the Department's image.
    • Internal Communications: This position will determine the Department’s communications needs and train Department staff or vendors who support communications to advance the Department’s mission, goals, and objectives. It will work closely with the State Treasurer, Deputy State Treasurer, Program Directors, communications staff, and other Department leaders to develop communications materials and plans, create and disseminate a monthly internal newsletter, prepare communications briefings and collateral, respond to critical or emergency communications issues, and prepare staff for media interactions as needed. Identifying training and development opportunities for the Treasury employees to learn how to leverage communications more effectively to deliver programs. Oversight of vendor contracts for marketing and communications services as needed, including graphic design, website design, media production, and other services.
    • CORA The position coordinates the department's responses to Colorado Open Records Act (CORA) requests.
    • Public Relations: Serves as the primary media relations coordinator and spokesperson for the Department, responsible for developing and implementing positive and proactive public relations strategies and partnerships. Reviewing and maintaining the Department’s strategic communications plans, identifying and assessing strengths and weaknesses, and establishing goals for reaching hard-to-reach communities. Working with the State Treasurer and other Department leaders to develop and implement the Department’s ADA accessibility plan for digital/website services. Establishing branding and publishing standards that align with the State of Colorado’s marketing standards and elevate the Treasury’s profile in the community. Developing a strategic communications plan to increase engagement, particularly in hard-to-reach communities.
    • Supervision:The position supervises one Communications Specialist. Supervise staff, including performing performance plans and appraisals. Determine performance ratings, resolve conflicts among staff, identify training needs, issue performance improvement plans and corrective actions when appropriate, and make compensation recommendations. Provides leadership by designing optimal work environment, implementing coaching strategies, mentoring and engaging employees, and identifying ways to improve overall organizational performance. Prepares annual performance plans and Individual Performance Objectives.

    Minimum Qualifications

    • Graduation from an accredited college or university with a bachelor's degree in journalism, English, communications, marketing, political science, or a closely related field AND Four (4) years of progressively responsible professional experience in public information and media relations and/or news-based journalism, including recent and extensive experience in writing, editing and producing information and promotional materials, managing web content, social media pages, communications planning, or other similar experience.
    • Experience may be substituted for education at the discretion of the State Treasurer.
    • Proven experience in a similar role, with a track record of successful communication campaigns.
    • Excellent written and verbal communication skills, with strong attention to detail.
    • Proficiency in digital communication tools and platforms, including social media management software, content management systems, and email marketing tools.
    • Strong interpersonal skills and building and maintaining relationships with media contacts and internal stakeholders.
    • Strategic thinking and problem-solving abilities, with the capacity to anticipate and respond to communication challenges.
    • Leadership skills, with experience managing a team and overseeing multiple projects simultaneously.
    • Flexibility and adaptability to work in a fast-paced environment and respond quickly to changing priorities.
    • Knowledge of relevant laws and regulations related to communication and media ethics.
    • Creative thinking and a passion for storytelling to effectively engage audiences and promote the organization's mission .

    Exceptional Candidate Will Possess The Following Attributes

    • Experience working with media in a government or public policy setting, particularly experience with media statewide or with Spanish-language media.
    • Commitment to public service and equity
    • Expertise using social media (Facebook, Twitter, etc.) or on-line strategies (websites, blogs,
    • etc.) to compliment a public awareness campaign or a press strategy; and
    • Experience responding to requests made under the Colorado Open Records Act is preferred.
    • Ability to understand and synthesize complex issues quickly and produce clear and concise materials
    • Understanding of EDI principles and the importance of effective communications in reaching hard-to-reach communities
    • Experience working with media, particularly in a government or public policy setting
    • Knowledge of local, state, or federal government
    • Ability to work under tight deadlines and be adaptable to changing assignments
    • Strong writing and communication skills
    • Strong technical skills and understanding of multiple media platforms, including social media, video streaming/conferencing, digital campaign/email services, TV/radio, newsprint, website management
    • Familiarity with Colorado's media and political landscape
