    COORDINATES WITH: Assistant Superintendents, Directors, Assistant Directors, Principals, Assistant Principals, Board of Education, and department heads

    WORK YEAR: Full Year, Full-Time (260 Days)

    Overall Responsibilities

    The Chief Operating Officer is responsible for administering the business and financial affairs of the school district.

    Qualifications

    • Meet the New Hampshire certification requirements for Business Administrator or certifiable within 2 years of employment.
    • Master's degree in Business Administration, School Administration, or related field required.
    • Minimum of 5 years’ experience in a similar or related position that demonstrated knowledge of budgetary processes, purchasing, inventory procedures, labor negotiations and financial reporting.
    • Excellent verbal and written communication skills.

    Responsibilities

    • Responsible for the Business Department (payroll, accounting, and business operations), Transportation Department, Plant Operations Department, and Food Services Department, through the respective Directors and Assistant Directors.
    • Coordinate’s school district budget process; coordinates preparation of final operational budget; assists with presentation of budgets; monitors and authorizes the expenditure of approved funds.
    • Prepares and recommends to the Superintendent of Schools long-range plans for the operational and capital requirements of the district.
    • Negotiates the costs items in all collective bargaining agreements.
    • Reviews, negotiates, and approves school district contracts and lease agreements.
    • Maintains and updates business policies and procedures to ensure the district is in compliance with federal, state, and local laws and regulations.
    • Formulates policies and procedures for purchasing activities; directs preparation of specifications and invitations for bid; oversees purchasing, inventorying, and distribution of supplies, materials, and equipment.
    • Prepares internal and external financial reports and manages financial audits.
    • Supervises, evaluates, and recommends for hire to the Superintendent the Assistant Director of Business, Director of Plant Operations, Director of Food Services, and Director of Transportation.
    • Recommends procedures, regulations, and fee schedules for the non-instructional use of school facilities; responsible for community use and rental of school facilities by external individuals and groups.
    • Formulates and administers policies and procedures for the management of the physical plant, including custodial care and maintenance, sanitation, safety, environment, security, and energy conservation; ensures compliance with federal, state, and local regulations.
    • Monitors staffing needs and requests relative to budget restrictions.
    • Serves as the principal resource person to the Joint Special School Building Committee.
    • Oversees all federal and state government reporting.
    • Oversees and maximizes state, local, and federal aid to the school district.
    • Attends bi-weekly Board of Education meetings and monthly finance/operations meetings.
    • Performs other job-related duties as may be assigned.
