Summary As a Civilian Payroll Technician, you will provide payroll services to all GSA employees, Presidential Commissions and various agencies.
Location of position : General Services Administration, Office of the Chief Financial Officer, Kansas City, MO We are currently filling one vacancy, but additional vacancies may be filled as needed.
Responsibilities As a Civilian Payroll Technician, you will perform the following duties : Duties at the GS-05 Grade Level Perform a full range of payroll duties and is responsible for the accuracy and timeliness of the pay and leave accounts for GSA employees.
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc. for each separate pay plan involved and appropriate leave system impacted.
Interpret and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave without pay, advance sick leave and compensatory time.
Interpret impact of current, new and updated regulations and policies to ensure proper timekeeping and accurate pay. Review authorization documents and codes the appropriate data for input to properly update each employee's master record.
Answer routine and occasional non-routine procedural questions relative to time and leave laws, regulations, procedures and resolve problems to ensure accurate and timely pay.
Provide technical assistance on pay and leave matters to unit timekeepers, supervisors, other management and employees. Duties at the GS-06 Grade Level Receive and answer inquiries from employees, managers, supervisors, and other officials, relating to pay and leave problems.
Provide policy guidance and advice. Refer the most complicated questions to the assigned Supervisor for resolution. Ensure the accuracy of reports and authorization documents.
Review error listings and resolves pay discrepancies through historical research and analysis of the problem. Process payroll utilizing an automated payroll system interfacing with a human resources system.
Perform a variety of technical processing functions to ensure accurate and timely processing of payroll for the assigned block of employees serviced.
Review, calculate and release adjustments which involve retroactive adjustments. Ensure the maintenance and timely distribution of all assigned individual retirement records.
Duties at the GS-07 Grade Level Receive and answer inquiries from employees, managers, supervisors, and other officials, relating to pay and leave problems.
Provide policy guidance and advice. Refer the most complicated questions to the assigned Supervisor for resolution. Provide advice and assistance to customers relating to payroll policy, time, leave and other related matters.
Ensure the accuracy of reports and authorization documents. Review error listings and resolves pay discrepancies through historical research and analysis of the problem.
Utilize historical data for their determination of resolution of pay questions. Process payroll utilizing an automated payroll system interfacing with a human resources system.
Perform a variety of technical processing functions to ensure accurate and timely processing of payroll for the assigned block of employees serviced.
Examine personnel actions, pay adjustments and changes, then processes these changes to payroll records. Prepare semimonthly manual payments for employees not paid through the automated payroll systems.
Monitor and maintain controls of manual payments outside the automated payroll system. Review, calculate and release adjustments which involve retroactive adjustments.

Qualifications at the GS-05 Grade Level The GS-05 salary range starts at $40,196 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-04 level or higher in the Federal service.
Specialized experience is experience that provided a basic knowledge and understanding of payroll rules, regulations, and procedures.
Examples of specialized experience include assisting / supporting the payroll process by maintaining pay and / or leave accounts, and maintaining payroll and leave documentation.
OR Four years of education above the high school level in any field. OR A combination of specialized experience and post high school education that meet the total requirements for this position.
NOTE : Only education in excess of the first two years of post high school education (60 semester hours) may be used in this combination.
Qualifications at the GS-06 Grade Level The GS-06 salary range starts at $44,808 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service.
Specialized experience is experience in applying payroll rules, regulations, and procedures necessary to process various payroll actions.
Examples of specialized experience include processing payroll, developing and running various systems queries and reports, and providing recommendations for resolving problems related to payroll services.
Qualifications at the GS-07 Grade Level The GS-07 salary range starts at $49,793 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-06 level or higher in the Federal service.
Specialized experience is experience in applying payroll rules and regulations necessary to ensure the accuracy of reports and documents.
Examples of specialized experience include reviewing error listings and resolving pay discrepancies; calculating and releasing adjustments;
and providing advice and assistance to customers relating to payroll policy, time and leave. Education Note : If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
