Being a Business Process Technology Consultant provides consultation regarding solutions planning, impact analysis, risk assessment, and budgeting. May provide financial analysis to determine ROI/ROA of proposed solutions. Additionally, Business Process Technology Consultant requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Business Process Technology Consultant occasionally directed in several aspects of the work.     Job Description

    The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

    This position serves as a human-centered design analyst in the Human-Centered Design (HCD) section within the Office of Continuous Improvement (OCI).

    HCD Analyst 9-P11 carries out a limited range of duties to assist with the delivery of training and support for human-centered design, process improvement, meeting facilitation, and strategic planning efforts.

    Senior HCD Analyst is a statewide recognized resource for assisting Agencies with human-centered design efforts. This includes including conducting user research, creating user-experience deliverables, providing training and coaching in HCD, and leading continuous improvement efforts such as meeting facilitation, change management, and strategic planning

    The Human-Centered Design section helps DTMB create a user-centered culture, enabling Agencies to understand their users’ needs and provide innovative solutions.

    KNOWLEDGE, SKILLS, AND ABILITIES:
    • Knowledge of customer- or user-experience practices, including qualitative user research methods.
    • Ability to maintain effective relationships with a wide variety of internal and external customers.
    • Ability to facilitate meetings and large work groups both in person and remotely.
    • Ability to organize, evaluate, and prepare documentation and reports in relation to complex, interrelated, and interdependent systems.
    • Ability to evaluate, recommend, adopt, and use digital tools

    Required Education and Experience

    Education
    Possession of a bachelor's degree in any major.

    Experience

    Departmental Analyst 9
    No specific type or amount is required.

    Departmental Analyst 10
    One year of professional experience.

    Departmental Analyst P11
    Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

    Departmental Analyst 12
    Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

    Alternate Education and Experience

    Departmental Analyst 9 - 12

    Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

    Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

    Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.

    Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

    Bonus Programs: Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.

    Military Pay Differential: Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay. Prior military service may also allow seniority credits to accelerate eligibility for longevity bonuses and additional personal leave accrual.

    Tax-Advantaged Programs: In addition to 401(k) and 457 retirement accounts, the state also offers flexible spending account (FSA), health savings account (HSA), and qualified transportation fringe benefit (QTFB) programs that can help you save money by reducing your taxable income.

    Student Loan Forgiveness: Working for the State of Michigan may allow you to participate in programs that forgive the balance of qualifying student loans. Information to help determine if you could qualify is available from the U.S. Department of Education.

    Tuition Reduction: Some colleges and universities offer savings to eligible employees and family members to further their education while working for the State of Michigan.
