  • Position Summary
    FVRLibraries is seeking a full-time (40 hrs/week) HR Manager. This position will plan, lead, manage, and direct various HR programs for the district. The primary focus of this position is the strategic development and coordination of recruiting, onboarding, payroll, district training initiatives, and the district HR information system (ADP). In addition, the position will provide interpretation and coaching for supervisors and employees regarding district policies and practices. This position will participate in district-wide planning, coordinate HR activities with district staff, and implement special projects.

    The essential functions of this position include:

    • Responsible for the oversight and management of the district recruitment program, which encompasses practices related to advertising open positions, skills assessments, screening applicants, communicating with internal and external applicants, generating interview questions, facilitating interview panels, and initial employee onboarding.
    • Maintains knowledge of trends, best practices, regulatory changes, and new technologies inhuman resources, talent management, and employment law.
    • Provides training and interpretation on the application of HR practices, the personnel manual, collective bargaining agreements, and compliance with applicable laws to HR Generalists, management, and other staff involved in recruiting activities.
    • Partners with district leadership to understand the organization's staffing requirements and create a talent strategy for current and future development needs.
    • Leads the recruitment process for non-represented positions, including branch managers and division directors.
    • Provides guidance and coaching on candidate selection to contribute to a qualified, engaged, and dynamic workforce.
    • Oversees and manages the new employee onboarding program, including training HR Generalists to facilitate new employee orientation and stepping in to facilitate in their absence.
    • Responsible for the creation, planning, and implementation of district-wide training pertaining to HR functions such as leadership development, new employee orientation, safety, and compliance.
    • Manages the ongoing planning, coordination, and maintenance of the district Human Resources Information System (HRIS) program. Serves as the principal liaison between ADP (HRIS provider), HR, and Finance staff to facilitate changes and resolve processing challenges within the system. Communicates with all staff about changes and processes, ensuring supervisors receive necessary information/training and that employees are versed in the system.
    • Coordinates the processing and auditing of payroll each reporting cycle and trains and monitors the performance of HR Generalists on the processes and procedures related to this system.
    • Compiles, analyzes, and reports on HR metrics and trends. Understands the organization's strategic and operating plans as they relate to workforce management. Recommends, develops, and implements metrics and reporting to measure HR program effectiveness. Utilizes HRIS and other data sets available to accomplish these data analysis tasks.
    • Keeps informed of current human resource, organizational development, and staff planning practices by attending workshops and educational programs or reading specialized literature.
    • Participates in strategic planning and collaborative teamwork to create and execute a variety of regular and special projects involving the HR Division. Tracks budget, time, materials, and costs of special projects within the functional area.
    • Collaboratively manages district-wide HR projects and is responsible for related communication. Attends meetings and participates in committees or work groups to represent HR and/or the library district.
    • Partners with supervisors to assist in problem-solving HR issues, conflict resolution, team building, and providing coaching and development opportunities.

    Education & Experience

    To be considered, applicants must have

    • Bachelor’s degree in a related field of study or equivalent required
    • Five to eight years of experience comparable to the primary duties of this position.
    • Two years’ work experience managing people and/or projects.
    • HR Certification preferred.

    Schedule

    This position works Monday - Friday, 8am-5pm at the district's Operations Center in Vancouver, WA. The final candidate will have the ability to choose the length of their lunch break and flex their schedule accordingly.

    Compensation & Benefits

    This position earns between $72,064 and $109,096 annually. To earn a salary above the pay grade minimum, candidates must exceed the minimum experience requirements listed above. Advancement within the pay scale is achieved by successfully completing growth and development milestones throughout a 20-year period. It is not our practice to start new employees at a higher rate than employees, actively working the position would progress through the pay grade.

    We have an excellent benefit package. FVRLibraries covers 90-95% of full-time employees’ health insurance premium cost and 90-100% of dental insurance premium costs. In addition we provide employees with Life Insurance, AD&D and Long-Term Disability Insurance at no cost to the employee. Employees have the ability to enroll in additional, voluntary life insurance, income protection plans, flexible spending accounts and health savings accounts.

    Our employees enjoy 12 paid holidays throughout the year. Full time employees accrue 8 hours of sick leave per month. The initial vacation leave accrual is 11 hours per month; this increases over time based on years of employment. We also offer other types of paid time off for situations such as jury duty, bereavement leave, inclement weather and more.
