    What You Will Be Doing:

    Under general supervision, the Business Intelligence (BI) manager is responsible for developing and implementing department business plans, and overseeing resources and department operations in a manner that ensures developing business users to deploy business intelligence tools that promote self-service for routine and ad hoc reporting requirements. Work is varied and moderately complex and requires a moderate degree of discretion and independent judgment.

    Required

    Essential Functions:

    • Delegates work and monitors department workload; makes timely and effective adjustments to ensure that development adheres to timelines.
    • Develops department objectives, action plans and budgets that align with company-wide and department objectives; monitors progress and implements appropriate interventions based on results.
    • Proactively identify and/or anticipate BI needs and reach out to the business owners with potential solutions.
    • Assists business owners with the identification and documentation of their business requirements then translate into logical and physical data models that support customer analytical and reporting demands, to determine competencies required, and to identify and allocate resources.
    • Reviews and validates solutions to ensure that they meet stated BI business objectives.
    • Assists with the design reports and data warehouse queries to assist the business in identifying trends and patterns in healthcare utilization.
    • Assists with the development, update, and communication of business intelligence policies, standards, and procedures.
    • Assists with the development of product release schedules and business intelligence

    roadmaps and BI vendor selection.

    • Develops and maintains business requirements, statements of work (SOWs), process

    documentation, and program documentation.

    • Participates in the analysis of new technologies and products to determine their feasibility

    and ability to fulfill user and business requirements.

    • Compiles and submits internal and external reports in a timely and accurate manner.
    • Promotes and maintains, and ensures that direct reports promote and maintain an

    environment that supports HPSJ’s strategy, vision, mission, and values.

    • Hires, supervises, and retains a competent staff.

    • Strong technical skills.
    • In-depth knowledge of the principles and methods of all phases of systems development lifecycle methodology.
    • In-depth knowledge of all levels of data analysis.
    • In-depth knowledge of the capabilities and limitations of hardware and software.
    • In-depth knowledge of the design principles and development methods of data warehousing.
    • In-depth knowledge in one or more functional areas (i.e. benefits, claims adjudication, member or provider demographic data management, medical management, or finance).

    • Knowledge of current and emerging tools and solutions addressing data mining, data quality and integrity, and dimensional modeling.
    • Strong skills in database manipulation and reporting.

    What You Have:

    Education and Experience

    Required

    • Bachelor’s Degree in computer science, business, mathematics or closely related field; and
    • At least four years health plan experience working with and supporting business and/or technology users reporting needs; and
    • At least five years’ experience in designing and developing reports addressing utilization trends and clinical outcomes; and
    • At least two years supervisory experience; or
    • Equivalent combination of education and experience.

    Preferred

    • Experience with the Agile development method applied to data warehousing.
    • In-depth knowledge of HEDIS reporting.
    • Experience with analytics and dashboard applications such as Tableau, SAS, Cognos, or Micro strategy.
    • Experience working with Medi-Cal and/or Medicare populations
