PRIMARY PURPOSE
Under direct supervision of the City Administrator, this employee inspects new construction and remodeling of all residential structures and commercial/industrial properties in the City of Strafford to ensure compliance with all applicable zoning and building codes. In addition, will investigate and prepare documentation of assigned cases of violations of various city codes; dangerous, blighted and nuisance properties; property related nuisances.
DESCRIPTION OF WORK ESSENTIAL FUNCTIONS:
- Read and interpret construction blueprints to ensure proposed construction projects meet applicable codes, guidelines, and city regulations.
- Performs inspections of new construction and remodeling of all residential and commercial properties.
- Performs inspections and reviews on residential and commercial property for nuisance and code compliance.
- Coordinates Pre-Development process and tracks status of developer projects.
- Maintains Pre-Development and Development documents and files for all proposed and new developments.
- Calculates Building Permit costs and review fees back to developer for permitting.
- Performs calculations and measurements for such things as setbacks to determine compliance with city ordinances.
- Investigates complaints of building and zoning code violations to determine if a violation exists; notify owner of violations and explain what needs to be done to correct the violations.
- Respond to citizen complaints and provide both written and verbal communication as necessary.
- Will investigate and prepare documentation of assigned case of violations of various city codes; dangerous, blighted and nuisance buildings; property related nuisances.
- Prepare and issue summons to violators of city ordinances.
- Inspect suspected unsafe buildings to identify code violations.
- Inspect and report on buildings that come within the scope of the dangerous building code.
- Communicate courteously with the public and effectively explain regulations.
- Travel to inspection sites throughout the city.
- Complete and maintain records and reports of inspections in an organized and orderly manner, including data entry, typing, and filing.
- Study, learn, and interpret building and zoning codes, and ordinances; research and learn construction methods and materials to insure knowledge of current standards.
- Represents building department and the city as a professional witness in court and other hearings as required.
- Provides information to citizens and contractors regarding building codes and zoning ordinances.
- Provides reports and work summaries/updates as required by City Administrator.
- Performs other duties as assigned.
Important Functions:
1. Schedules inspections, answers phone calls, addresses complaints for code enforcement, reviews status of permits and complaints; maintains forms, documentation, and status of active items.
2. Utilizes computer applications and software including Microsoft Word, Excel, and Outlook for correspondence and data entry, and permitting software applications.
3. Attend seminars, workshops, and other training for professional development.
4. Works cooperatively with various departments.
5. Other duties as assigned.
Minimum Qualifications Required:
Knowledge:
- Knowledge and understanding of building construction, trades, and applicable codes and guidelines.
- Knowledge of construction standards, practices, procedures, and materials.
- Knowledge of modern office equipment, software programs, functions, city codes, and practices;
- Standard English usage both verbal and written; basic math calculations; basic typing/keyboarding skills.
Abilities:
- Ability to read, comprehend, and apply City of Strafford’s Building, Zoning, and Nuisance Codes.
- Ability to learn, read, understand, interpret, and enforce applicable codes and ordinances accurately, fairly, firmly, and tactfully.
- Ability to advise and interpret how to apply policies, procedures, and standards to specific situations.
- Ability to analyze data and information using established criteria to determine consequences and to identify and select alternatives.

- Demonstrated ability in basic keyboarding/typing skills.
- Ability to communicate orally and in writing with customers, department personnel, architects, engineers, contractors, outside agency personnel and the public.

Education, Experience, Training:
High school diploma or equivalency and a minimum of three (3) years of progressively responsible experience in municipal or state code enforcement. Years of related experience may be substituted by related education degree.
Physical Requirements:
- Requires ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments, such as voltmeter, circuit tester, carbon monoxide indicator, computer terminal, calculator, and motor vehicle.
- Requires standing and walking for prolonged periods of time while conducting inspections; high levels of sitting, standing, walking, squatting, lifting, bending, twisting, and kneeling; distinguishes colors to review wiring, piping, and material specifications.
- Must be able to visually observe and identify violations relating to building, electrical, mechanical, plumbing, and dangerous building codes.
- Requires manual dexterity sufficient to operate essential job-related equipment. Must be sighted, hearing, and mobile to such a degree as not to compromise safety rules or the safety of self and others while working.
- Reaching to both ground level and overhead is required for tasks such as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; holds and grips objects.
- Must possess manual dexterity necessary to operate a computer keyboard.
Working Environment:
Both indoor and outdoor working environments with exposure to a variety of extreme weather conditions as well as dust and pollen; subject to electrical, mechanical, and other safety hazards associated with building inspections; exposed to extreme noise, cramped spaces, poor lighting and ventilation during inspections.
Licensing/Certification:
- Must be able to obtain certification from International Code Council (ICC) for Property Maintenance within 6 months from date of employment.
- Must be able to obtain certification from International Code Council (ICC) as a Combination Commercial Building Inspector within 12 months from date of employment.
- Must be able to obtain certification from International Code Council (ICC) as a Residential Building Inspector within 18 months from date of employment.
Miscellaneous Requirements:
- Must possess a valid Missouri Driver’s License.
- Must pass pre-employment drug testing. Subject to the City’s drug and alcohol abuse policy.
- May be subject to emergency call in or weekend standby duty.
Starting Pay Range based on qualifications: $20.58 - $23.82 ($42,806.40 - $49,545.60)
