    Primary Purpose

    Assists the BUILDS Department in the enforcement of municipal ordinances and codes pertaining to certain aspects of the regulations of building construction, zoning of land, and community standards.  Assists with all facets of the development process and provides excellent customer service to the community.

     

    Supervision

    Under the direct supervision of the Planning & Development Manager or as assigned.


    1. Perform on-site inspections of residential and commercial buildings and enforces all aspects of applicable building and zoning ordinances.  Performs final on-site inspections of one- and two-family dwellings to enforce the adopted building codes, prior to the issuance of a Certificate of Occupancy.  Interprets construction plans, sketches, maps, surveys, and legal descriptions.
    2. Performs inspections and investigates nuisance code complaints. Issues citations related to violations of the building codes and related regulations as needed.
    3. Serves on the City’s Technical Review Team to provide updates on building and construction projects, as well as assists in the review of development and infrastructure projects.
    4. Reviews permit applications, provides written requested revisions for drawings for compliance with adopted regulations and standards, and calculates permit fees.
    5. Performs on-site measurements for setbacks during the inspection process to verify compliance with city ordinances.
    6. Manages minor permits, including the review of applications for completeness, communicating with applicant, communicating with other departments for which review is required, updating permit statuses in permit tracking software, issuing permits, and filing permits for record retention, as required.
    7. Enforces the Dangerous Building Ordinance and makes recommendation to the BUILDS Administrator and the Building Commission.
    8. Proposes revisions to the city building ordinances and codes.  Maintains, updates, and creates new construction guidelines based on current adopted codes and ordinances, to provide to builders, contractors, and the public.
    9. Acts as a liaison for the City with builders, developers, contractors, engineers, utility companies, and the public during all phases of construction.
    10. Deals effectively and courteously with fellow employees and the public.
    11. Performs other duties as assigned.

     

    Important Duties 

    1. Attends in-service training sessions or other training sessions deemed appropriate by supervisor or department head.
    2. Maintains a neat and orderly work area.

     

    Education & Experience

    • Must possess a minimum of two (2) years of experience in building and/or construction inspection or closely related field.
    • Education from an accredited college is preferred.

     

    Knowledge, Skills, & Abilities

    Must be familiar with the International Code Council (ICC) Building Codes and all regulations pertaining to job.  Must have working knowledge of modern construction techniques, ability to read and interpret construction drawings, and read and interpret general City Code; Must be able to maintain records, prepare reports, and perform the essential functions of the job; Must be able to effectively communicate through written and verbal skills; Must have good time management skills; Must have good cognitive and analytical skills and be able to handle stressful situations; Must be able to quickly assess or judge situations; Must be able to make decisions under pressure in areas of responsibility.

    Special Requirements

    • Must possess a valid Missouri State Driver’s License.

     

    Miscellaneous Requirements

    • May be required to work a variety of shifts including nights, weekends, or holidays.
    • Subject to emergency call-in.  
    • Must be a dependable person due to the small size of the work force.
    • May be subject to random substance abuse testing.

     

    Physical Demands

    Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse.

     

    Work Environment

    Works indoors with heating and cooling in a general office environment and outdoors visiting construction, project, and nuisance complaint locations throughout the city; May be exposed to extreme weather, dust or pollen, toxic fumes, chemicals or smoke, contagious diseases, electrical or mechanical hazards, and extreme noise; Work conditions may have poor ventilation and no natural lighting; May work in confined places and awkward positions.
